POSITION : Economic Mobility Manager (EMM)

LOCATION : Pittsburgh Scholar House, Pittsburgh, PA

REPORTS TO : CPO / CEO

About Pittsburgh Scholar House :

Pittsburgh Scholar House (PSH) is a nonprofit organization dedicated to breaking cycles of generational poverty by empowering single-parent families to achieve lasting economic mobility through higher education. By combining supportive housing, comprehensive wrap-around services, and workforce development programming, PSH creates the conditions for single parents to graduate from postsecondary programs and transition into sustainable, family-supporting careers. Modeled after the nationally recognized Family Scholar House in Louisville, KY, PSH operates the Wayfinders Program which houses the Residential Programs, supporting single-parenting students across Allegheny County and the surrounding counties. In 2026, PSH will launch Ready2Prosper, a workforce readiness program designed to help single-parent families translate their educational achievement into long-term career success.

Position Overview

The Economic Mobility Manager (EMM) will lead the design, implementation, and evaluation of Ready2Prosper, an emerging workforce development initiative tailored to the needs of single-parent Scholars. The EMM will play a critical role in preparing Wayfinders Scholars for successful transitions to sustainable careers.

The ideal candidate is a relationship builder, a systems thinker, and an innovator who understands the intersections of higher education, workforce development, and the barriers facing single-parent households. This position requires a deep commitment to advancing economic mobility, strong organizational and multitasking skills, and the ability to balance strategic planning with direct program delivery.

Qualifications

Required :

  • Bachelor's degree in business administration, workforce development, organizational leadership, social work, communications, or related field.
  • 3-5 years of experience in workforce development, career services, higher education, nonprofit management, or related roles.
  • Demonstrated ability to design, deliver, and evaluate programs that lead to measurable outcomes.
  • Strong understanding of the intersections of higher education and workforce pathways.
  • Knowledge of economic mobility frameworks and regional labor market trends in Western Pennsylvania.
  • Excellent organizational, project management, and multitasking skills.
  • Outstanding written and verbal communication skills; comfort with public speaking and workshop facilitation.
  • Proficiency in Microsoft Office Suite; comfort learning and using career readiness technology platforms
  • Ability to work collaboratively with diverse populations and stakeholders.
  • Flexibility to work some evenings and weekends as programming requires.

Preferred :

  • Master's degree in higher education administration, workforce development, nonprofit management, or related field.
  • Experience working with single-parent families, first-generation college students, or underrepresented student populations.
  • Grant management and reporting experience.
  • Existing relationships with Western Pennsylvania employers, workforce agencies, or higher education institutions. Bachelor's degree in business administration, workforce development, organizational leadership, social work, communications, or related field.
  • Key Duties :

    Program Development & Design

  • Lead the development and implementation of Ready2Prosper programming.
  • Develop clear pathways from postsecondary education (micro- credentials, certificates, associate's and bachelor's degrees) to career entry, retention, and advancement.
  • Incorporate CAEL's MyCareerForward Smart Resume and credential tools into career pathways.
  • Collaborate with Pittsburgh Council on Higher Education (PCHE) institutions to integrate existing career services resources.
  • Establish and maintain partnerships with employers, workforce boards, and community agencies to expand job placement and advancement opportunities.
  • Direct Service & Program Delivery

  • Deliver workshops and seminars in career readiness, job search strategies, financial literacy, and professional development.
  • Provide one-on-one career counseling and barrier-mitigation support to PSH participants.
  • Facilitate connections to internships, apprenticeships, and employment pipelines in high-demand industries across the 10-county region.
  • Partner with community experts to provide sessions on housing stability, homeownership, and personal financial planning.
  • Evaluation & Continuous Improvement

  • Track participant outcomes including employment placement, job retention, and wage growth.
  • Use data to refine programming and align with regional workforce needs.
  • Identify emerging economic and industry trends to inform program
  • Partnership & Grant Management

  • Monitor, track, and report progress on Ready2Prosper outcomes to funders and internal leadership.
  • Participate in cross-sector planning efforts with workforce, education, and employer partners.
  • Communication & Integration

  • Keep PSH staff and participants informed of Ready2Prosper programming and opportunities.
  • Ensure seamless integration of Ready2Prosper across Wayfinders Programs including Residential.
  • Provide content for PSH's social media, newsletters, and participant communications to promote events and resources.
  • Represent PSH at workforce development events, higher education convenings, and community coalitions.
  • Other Duties

  • Contribute to organizational culture that values equity, innovation, and collaboration.
  • Support PSH leadership in organizational initiatives as needed.
