Accountant Manager 2

We're looking for an Accountant Manager 2. This candidate's preferred qualifications include a working knowledge or experience with the Generally Accepted Accounting Principles (GAAP) for governmental accounting. Louisiana Housing Corporation is a non-LAGov agency that utilizes accounting software and systems outside of the LaGov enterprise resource planning system to conduct its daily financial, logistics, and payroll operations. The Accountant Manager 2 position within the Accounting Department represents one of three direct reports to the Chief Financial Officer and supervises three full-time accounting positions. This position requires consultation and interaction with agency program staff, contract monitors, auditors, executive management, the agency board of directors, and Federal partners.
Minimum Qualifications : Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR a bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR a bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR an advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking. EXPERIENCE SUBSTITUTION : Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Oversight of agency invoicing, payments, bank entries, journal entries, and loan schedules for housing finance programs administered by the agency. Financial reporting, including budget versus actuals, profit and loss statements, unrestricted cash balances, and balance sheet preparation. Assist or prepare end of year close schedules for the annual financial report. Work closely with internal and external audit teams. Reconciliation of accounts receivable, accounts payable, bank accounts, and general ledger accounts. Quarterly and regular reporting on Federal grant programs.
