Program Director / Manager
The Program Director / Manager is responsible for the overall leadership, performance, and delivery of a DOE national laboratory program. This position oversees contract management, staffing, technical execution, and process improvement across IT operations, cybersecurity, and scientific computing support. The ideal candidate brings deep knowledge of ITIL-based service delivery, workforce management, and large-scale enterprise operations within DOE or federal research environments.
Responsibilities
Manage program execution, staffing, budgets, and deliverables across all technical and operational domains. Ensure program alignment with DOE and national laboratory mission goals. Develop and maintain management plans establishing minimum qualification standards, skills, and capabilities across the workforce. Supervise and mentor project and technical leads, ensuring adherence to ITIL, customer service, and cybersecurity training requirements. Oversee Incident, Problem, and Change Management processes and continuous improvement initiatives. Monitor contract performance metrics and maintain compliance with DOE, FAR, and TekSynap standards. Facilitate collaboration across IT service delivery, infrastructure management, and research computing teams. Ensure the workforce reflects consistent technical depth across systems administration, networking, and end-user support.
Required Qualifications
Experience : Ten (10) or more years of federal or enterprise IT program management experience. Experience leading multi-discipline technical teams and subcontractors in high-availability or research environments. Familiarity with ITIL frameworks, ServiceNow / Freshworks tools, and process maturity models.
Certifications : PMP, PgMP, or DAU Level III Program Management certification preferred. ITIL v3 or v4 Foundations certification required within six (6) months of hire.
Training : Must complete intermediate-level customer service or service management training (HDI or equivalent).
Clearance : DOE public trust required, Q or Secret Clearance preferred.
