The Massachusetts Office for Refugees and Immigrants (ORI) is pleased to announce that it is
working to establish a new legal services program to assist immigrants and refugees. We are
seeking passionate, hard-working attorneys interested in joining the program. This
announcement is not a job posting and your response will not be considered an application
for employment. ORI will contact those who respond to this announcement when the
program begins and jobs become available—likely in November 2025.
Earlier this year, the Massachusetts Legislature appropriated funds to ORI to establish this new
immigration legal services program, which ORI has called the Massachusetts Access to Counsel
Initiative (MACI). MACI attorneys will provide direct legal representation to eligible, income-qualified
immigrants and refugees in Massachusetts through single consultations or ongoing
legal representation, consistent with the legislative mandate.
ORI is currently conducting a procurement to secure non-profit organizations to administer
MACI. The non-profit organization(s) selected through this process will be expected to hire
attorneys to staff this new program and serve its clients. ORI is collecting interest forms in
advance of this hiring process to share with the non-profits that will administer MACI. ORI
anticipates program launch in early November 2025.

The non-profit organization(s) which secure a contract to administer MACI will be responsible
for hiring attorneys and / or subcontracting with other non-profit organizations or private law
firms which will hire attorneys. ORI will not directly hire any attorneys. If you submit an interest
form, ORI would provide your submission to the non-profit organization(s) awarded the MACI
contract(s) for consideration in the anticipated hiring process.

Compensation for MACI attorneys will be set by the non-profit organization(s) selected to
administer the program and comparable to salaries for attorneys with similar experience at public
