Sr. Specialist, Program Management

Primary responsibility for the management of cost, schedule and technical performance of programs and projects in support of the L3Harris RTS Shipboard Systems business area. Participate in the preparation of proposals, preparation of business and program plans, development Statements of Work and responsibility for the profit / loss of assigned programs. Customer contact for program activities, as well as interface with Integrated Program Team members from various organizations within the DOD / NAVY and company enterprise.

Efforts require interface with Senior PMs and Shipboard Systems customer personnel (across all levels) to provide performance status, recommend concepts and possible current and future pursuits related to the shipboard Systems Program efforts. Be able to work effectively with the customer and L3Harris PMs to develop program concepts and to establish funding requirements. Support the development of contract activities with customer and L3Harris entities as required.

Establish and lead internal and customer IPTs to develop plans of execution and statements of problems, as they arise, with identification of alternatives, criteria for and assessment of alternatives, recommended solution, and implementation of the authorized solution through the relevant program process. Maintain constant awareness of program objectives, plans, schedules, upcoming events, risks, issues, changes and change-control, and current performance status. Support day-to-day activities to assure proactive management of risk, issues, and changes.

Interface with PMs, customer and affiliated contractor personnel to establish, brief out and maintain programmatic efforts.

Provides management and coordination for the affairs of assigned Shipboard Systems programs.

Support the analysis of future requirements or concepts of operations related to Shipboard Systems; articulates in written and presentation formats necessary information to advise customers and / or Senior PM / leadership.

Interprets and administers policies, processes, and procedures to develop concepts of operations or working instructions to best execute program objectives.

Liaises with other (internal and external) program managers, Customer personnel, customer affiliated contractors and senior leadership to support advanced business planning efforts and initiatives for systems and programs.

Works to identify business risks and responds with pre-emptive measures to ensure integrity of operational or programmatic targets and / or milestones.

Reviews budgetary information and cost-benefit analysis on programs

Applies problem-solving skills to meet program objectives; may employ knowledge of leading-edge technologies or application of advanced principles and / or techniques.

Candidate must possess excellent communication / presentation skills and be able to work effectively with diverse personalities within customer and L3Harris management organizations.

Provide support to L3Harris program managers in coordinating efforts with the Program Management team across various geographic locations in support of Shipboard Systems planning and execution for U.S. Navy's Strategic Systems Programs (SSP).

Interface with and provide direction to Integrated Project Team (IPT) members from various organizations within L3Harris to assure customer commitments and objectives are met and program assets are effectively managed.

Maintain strategic communications with Program Managers and the customer.

Possess an active DoD Secret security clearance.

Support the planning, execution, and control efforts for programs and projects to meet Range & Test Solutions program scope, cost, schedule, and technical performance goals. Selected individual will have profit / loss responsibility of assigned programs.

Support the PM in management of program objectives, plans, schedules, upcoming events, risks, issues, changes, and current performance status.

Support the management of and participate in the preparation of proposals and Business / Program plans.

Effectively work with the IPTs to develop plans of execution and statements of problems, as they arise, with identification and assessment of alternatives, recommendation of solutions, and implementation of the authorized solution through the relevant program process.

Maintain awareness of program objectives, plans, schedules, upcoming events, risks, issues, changes and change-control, and current performance status.

Maintain vigilance in all day-to-day activities to assure proactive management of risk, issues, and changes.

Candidate must possess solid interpersonal and communication / presentation skills and be able to work effectively with diverse teams and various levels within the organization as well as with the customer organizations.

Must be proficient with Microsoft Office tools, including MS Project, Excel and PowerPoint

A minimum of 25% travel (both CONUS and OCONUS) is expected.

Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.

4 years project management or 5 years' experience in all phases of project and program management, from proposal and ensuing negotiations through contract award, project planning, project execution and closeout.

Current Experience with Earned Value Management System (EVMS) concepts.

Minimum of 3 years of direct programmatic experience in a related engineering / programmatic position

Ability to work with and lead multiple support organizations (Engineering, procurement and supply chain teams, etc) in execution of day-to-day efforts and to support long range planning

An active DoD security clearance is required. Applicants selected must have completed a government security investigation and must meet and maintain eligibility requirements for access to DoD classified information

Experience with management of DoD programs

Experience in installation / testing of systems onboard DOD / Navy platforms

Training in Project Management, and ability to gain PMP certification.

Ability or knowledge related to DOD / Navy hierarchy and organizational responsibilities
