Job description

CareOregon is a nonprofit, mission-driven health plan dedicated to improving the health of low-income Oregonians. For more than 25 years, CareOregon has served individuals and families through Medicaid and Medicare programs, focusing on total health—not just traditional health care.

Responsibilities

  • Operations leadership : The Chief Operations Officer (COO) is responsible for ensuring the operational effectiveness of company operations, overseeing multiple operational units of the organization. This position oversees the development, implementation, and maintenance of policies, practices, and programs in conjunction with the CEO and company leadership to meet customer performance targets, regulatory requirements, strategic goals, and company-wide initiatives. This position actively participates in strategic planning and collaborates with leaders to design and implement strategic changes using improvement methodology.
  • Strategic / Leadership responsibilities : Provide strategic leadership for the organization’s operational functions. Evaluate and advise on the impact of long-range planning, introduction of new programs / strategies and regulatory action on plan operations. Provide periodic reports, operational assessments, future capital needs, and budget performance and trends in order to assist the Board and CEO in performing their responsibilities. Enhance and / or develop and implement policies and procedures of the organization. Participate in continual improvement of processes through education of department leaders on issues impacting their operations and budgets. Provide strategic input and leadership on decision-making issues affecting the organization (e.g., evaluation of potential alliances, partnerships, new business opportunities, and acquisitions). Evaluate the organization’s structure and implementation of continual improvement of the efficiency and effectiveness. Lead development and oversight of strategic plans and goals in alignment with organizational vision and mission. Oversee operational structure for areas of oversight and participate in organizational policy discussions. Perform effective short- and long-term planning to ensure progressive and effective team operations.

Financial / Resource Oversight

  • Develop and approve budgets for areas of oversight in alignment with strategic planning.
  • Ensure teams have sufficient resources to perform their work.
  • Ensure budgets are monitored and managed effectively across areas of oversight.
  • Identify and approve resource allocations within budget, including people, finances, and timelines; make decisions on exceptions.
  • Employee Supervision

  • Direct team(s) and establish team direction and goals in alignment with the organizational mission, vision, and values.
  • Identify work and staffing models; recruit, hire, and oversee a team to meet work needs, using an equity, diversity, and inclusion lens.
  • Identify department priorities; ensure employees have information and resources to meet job expectations.
  • Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
  • Manage, coach, motivate, and guide employees; promote employee development.
  • Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
  • Ensure team adheres to department and organizational standards, policies, and procedures.
  • Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action).
  • Perform supervisory tasks in collaboration with the People and Culture Department as needed.

  • Perform other duties as needed.
  • Experience and / or Education

    Required

  • Bachelor’s degree in public health, health care administration, business administration, or related field
  • Minimum 10 years’ progressive experience working in a senior leadership role managing health plan operations and managed care
  • Preferred

  • Master’s degree in public health, healthcare administration, business or related field
  • Minimum 5 years’ experience in a supervisory position
  • Knowledge, Skills and Abilities

    Knowledge

  • Strong knowledge and understanding or the ability to learn the tenants of managed care in the healthcare world, including the following :
  • Oregon Health Authority
  • Health Share of Oregon
  • Care Oregon as a Risk Accepting Entity
  • HIPAA privacy and security
  • Health Exchanges
  • Accountable Care Act
  • Understanding of health plan financing, health care costs, health outcome measures such as HEDIS and CAHPS, and health plan operations, such as claims payment, customer service, medical management, and quality improvement
  • Understanding of CareOregon, including its market, vision / mission, strategies, management, operations and financial structure
  • Skills and Abilities

  • Interpersonal skills, including exceptional relationship-building skills to promote an open and positive atmosphere
  • Problem solving skills; ability to identify and resolves problems in a timely manner and gathers and analyzes information skillfully
  • Strong communication and presentation skills; ability to speak effectively and persuasively in positive or negative situations
  • Ability to delegate effectively, set expectations, and monitor, delegated activities
  • Excellent leadership skills, including the ability to inspire and motivate others to perform well; accepts feedback from others, and develops high-performing teams
  • Ability to apply sound judgment and willingness to make decisions, and make timely decisions
  • Ability to work effectively with diverse individuals and groups
  • Ability to learn, focus, understand, and evaluate information and determine appropriate actions
  • Ability to accept direction and feedback, as well as tolerate and manage stress
  • Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours / day
  • Ability to hear and speak clearly for at least 3-6 hours / day

  • Travel : May include occasional required or optional travel outside of the workplace; the employee’s personal vehicle, local transit or other means of transportation may be used.
  • Work Location : Office – 3 days / week
