Overview
The City of Anaheim Human Resources Department is seeking a dynamic Human Resources Analyst I or II to perform a variety of professional level administrative, technical, and analytical duties in support of the City's Human Resources Department. This position will be primarily assigned to the Organizational Development and Training Division. The Human Resources Analyst will conduct and facilitate trainings, develop course content and assist in implementing Citywide events and employee development and training projects. This position interacts closely with all City departments; therefore, the candidate must possess strong customer service skills, be motivated, enthusiastic and passionate while thriving in a fast pace and collaborative environment.

Human Resources Analyst I
Annual Salary Range : $75,166-$112,748
This is the entry-level class in the Human Resources Analyst series. This class is distinguished from the Human Resources Analyst II by the performance of the more routine tasks and duties assigned. Though typically used as an entry-level class, employees must have prior human resources experience.
Human Resources Analyst II
Annual Salary Range : $91,364-$137,046
This is the full journey-level class within the Human Resources Analyst series. Employees within this class independently perform the more complex duties and may have responsibility over an assigned program or activity. Assignments are typically received in broad, outline form, and incumbents are expected to act independently in developing applicable resources and information.
The City of Anaheim reserves the option to hire at either Human Resources Analyst I or II level based on candidate qualification and selection process.
Typical Functions
Experience and Education
Human Resources Analyst I : One (1) year of responsible professional human resources administration experience, supplemented by a Bachelor's degree from an accredited college or university with major coursework in human resources, public administration, business administration, organizational / industrial psychology, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Human Resources Analyst II : Three (3) years of increasingly responsible professional human resources administration experience, supplemented by a Bachelor's degree from an accredited college or university with major coursework in human resources, public administration, business administration, organizational / industrial psychology, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of
Operations and activities of a human resources programs and services; recruitment and selection, benefits administration, training and development, and related functions of in a public sector environment; modern trends and legal issues in the field of human resource management; applicable Federal and State benefits and employment laws and regulations, including Methods and techniques of research and analysis of personnel administration and statistical measurements; adult learning theory and practices; instructional design and curriculum development; needs assessment and course evaluation techniques; organizational development intervention strategies and evaluation techniques; facilitation techniques; basic principles and procedures of record keeping; business letter writing and report preparation; principles and practices of customer service; office procedures, methods, and equipment including computers and applicable software applications; and pertinent laws, codes, and regulations.
Ability to
Perform professional, technical and analytical human resources administration work; make independent decisions; collect, compile, and analyze information and data; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations; plan, develop and facilitate a variety of development programs, courses, and seminars; present training programs and classes; prepare clear, concise and accurate reports, memoranda, and related written communications; support City departments with coaching, consulting and developmental interventions; understand the organization and operation of the City and outside agencies as related to the personnel function; effectively use job advertising sources, methods, and techniques; respond to personnel related requests and inquiries from City employees and the general public; plan and organize work to meet changing priorities and deadlines; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; use applicant tracking software; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License / Certification Required
Possession of an appropriate, valid driver's license.
