Leave & Disability Program Manager

Wake County Government is seeking an experienced and highly organized Leave & Disability Program Manager to lead the administration of employee leave and accommodation programs across all departments. This position will oversee a broad portfolio of leave types - including FMLA, Military Leave, Family Illness Leave, Parental Leave, Wellness Leave, Leave Without Pay (LWOP), and ADA accommodations.

The Program Manager will ensure Wake County's leave policies are administered consistently, efficiently, and in compliance with federal and state regulations. This role is critical in supporting employee well-being, operational continuity, and organizational compliance. Reporting to the Deputy Human Resources Director, this position plays a key role in shaping the employee experience within Wake County Government.

The Basics (Required Education and Experience)

  • Bachelor's degree in Human Resources Management, Public Administration, Business Administration or related field.
  • 4 years of experience in Human Resources, including at least 3 years managing leave programs and Americans with Disabilities Act (ADA) accommodations.
  • Equivalent education and experience are accepted.

Beyond the Basics (Preferred Education and Experience)

  • 5+ years of progressive HR experience, including 3+ years managing complex leave and ADA accommodation cases as a primary employee / manager contact.
  • Deep knowledge of FMLA, ADA, USERRA, and related laws, with hands-on experience leading the interactive process.
  • Proven track record administering diverse leave types (medical, parental, statutory, company-sponsored) with consistency and compliance.
  • Experienced in developing / updating leave and accommodation policies in partnership with ER, Legal, and other stakeholders.
  • Preferred certifications : Leave Administration (e.g., CPDM, CLMS) and HR (e.g., PHR, SPHR, SHRM-CP / SCP, PSHRA-CP / SCP).
  • Proficient in HRIS, leave platforms, and Excel / data tools for reporting, tracking, and audits.
  • Public-sector or government HR experience is a plus.

  • Skilled in managing high-volume ADA and leave cases (10+ open, 2025 new / month) with accuracy, empathy, and efficiency.

  • Analytical mindset; uses data to flag risks (e.g., burnout, misuse) and drive HR process improvements.
  • Strong communicator and trusted advisor across all levels of the organization.
  • Highly organized and effective in fast-paced, high-volume environments.

    Work Schedule : Mon - Fri 8 : 30am - 5 : 15pm

    Hiring Range : 105,155.00 - 120,180.00

    Market Range : 75,108.00 - 135,202.00
