Position Summary

Hawaii Behavioral Health is looking for an experienced, passionate Program Manager to lead a Clinical Team. The qualified Program Manager will be responsible for building and growing HBH's ABA services platform across the State of Hawaii, while managing a team of clinical professionals. The Program Manager plays a critical leadership role, responsible for the seamless day-to-day operations of the ABA Department.

This role provides strategic and operational leadership to ensure sustainable growth, high-quality service delivery, regulatory compliance, and exceptional outcomes for clients and families. This includes effective quality assurance and compliance, building and retaining a high-quality staff, referral development, stakeholder satisfaction, process management, and ensuring a responsive and client-centered experience throughout the care journey. The Program Manager will use data-driven decision making, performance metrics, and continuous improvement practices to optimize program effectiveness, workforce performance, and service accessibility.

Responsibilities

  • Oversee day-to-day operations and overall performance of the ABA Program.
  • Support program growth, financial viability, and performance improvement initiatives.
  • Develop and maintain ABA program operations, documentation standards, policies, and procedures.
  • Monitor service recommendations, contract utilization, compliance requirements, and quality standards.
  • Identify opportunities for program growth, service expansion, and community partnerships.
  • Collaborate with the administrative team on financial objectives, KPIs, and quarterly goals.
  • Assist with recruiting, developing, training, and retaining high-quality ABA staff.
  • Monitor staffing coverage, scheduling, and staff utilization to support efficient service delivery.
  • Structure and oversee training for RBTs, BCBAs, and ABA Program Coordinators.
  • Conduct performance reviews and support ongoing professional development.
  • Monitor clinical quality, documentation standards, client outcomes, and payer/BACB compliance.
  • Implement quality improvement initiatives based on program data and operational needs.
  • Collaborate with clients, families, referral sources, community partners, and internal teams to support effective care coordination.
  • Maintain timely service delivery and address barriers to care.
  • Provide administrative support for individual and group supervision of HBH staff working with the Department of Education and private insurance as needed.

Required Qualifications

  • Bachelor's degree from an accredited university or equivalent combination of education and relevant experience.
  • 3+ years of progressive leadership, management, or program operations experience in healthcare, behavioral health, ABA, education, or related human services.
  • Experience leading teams, managing operations, and supporting service delivery in a complex program environment.
  • Strong organizational, communication, problem-solving, and relationship-building skills.
  • Ability to develop and improve operational processes, analyze data, and implement quality improvement initiatives.
  • Proficiency with Microsoft Office Suite and general technology platforms.
  • Ability to collaborate effectively with clinical teams, administrative leaders, families, community partners, and external stakeholders.

Preferred Qualifications

Experience managing ABA services or behavioral health programs.

  • Knowledge of ABA service delivery, clinical documentation, insurance requirements, and regulatory compliance.
  • Experience with ABA technology platforms such as CentralReach.
  • Experience with workforce planning, recruitment, retention, staff development, and performance management.
  • Experience with payer relationships, Department of Education partnerships, community-based services, or quality improvement initiatives.
  • BCBA certification or clinical background in ABA, behavioral health, education, or a related field (if applicable).
