Develop and maintain the Capital Outlay and Critical Repair Projects for State Special Schools and Services Division (SSSSD) facilities. Develop and submit annually, Five Year Capital Outlay Plan to Department of Finance (DOF). Ensure Capital Outlay submissions are tied to the SSSSD strategic plan. Provide technical expertise and direction for the above programs before legislative committees, the DOF, Public Works Board and other organizations and state agencies. Participate in the interview, ranking and selection of architects / engineers / consultants as part of a committee of appropriate staff.Coordinate the completion of public works contracts and other physical plant-related service contracts (pest control, tree trimming, etc.). Provide assistance to the Business Manager and / or Chief of Plant Operations at each site; update and maintain a Public Control Agency review / approval, bidding and bid award processes, and administration of public works contracts; and provide specifications as required for non-Field Act related maintenance (e.g., road maintenance, roof repair). Review and provide preliminary approval for all contracts requiring the Division Director's signature. Exercise signature authority for contractor performance - i.e., assure satisfactory completion of contract requirements.Coordinate the programming / planning and execution of construction and repairs to existing facilities through Critical Projects and other funding sources; and provide technical assistance to sites for such projects. Conduct field inspections to define the need and priority for projects. Review and approve all remodel / construction plans to recommend alternatives and assure that programming and planning for future facility needs, including reconstruction, repair, and / or replacement of existing facilities. Provide technical expertise and input on capital outlay / special repair projects before legislative committees, the DOF, Public Works Board, and other organizations and state agencies.Coordinate activities relating to maintenance programs through on-site inspections, document review, and technical assistance. Follow up on environmental health, fire, and other safety-related inspections, and recommend solutions and alternatives for addressing findings. Assist staff to develop and initiate preventative maintenance programs. Prepare cost estimates and other documentation necessary to carry out projects. Assist site staff in development of leases.This position is remote-centered and candidate must be in Sacramento.

Working Conditions
This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.
Telework refers to all working days at approved alternate work location.
