Job description

Position Summary : Under general supervision, with some latitude for independent initiative and judgment, performs responsible bookkeeping functions for the Office of Administrative Payroll. Performs related work.

Reports to : Deputy Chief Administrator

Direct Reports : N / A

Key Relationships : Division of Human Resources; and various Department of Education (DOE) divisions, offices, and schools.

Responsibilities

  • Process all Payroll actions to ensure accurate and timely payments. This includes the following :

salary adjustments;

  • promotions and demotions;
  • grievance transactions;
  • retirements, terminations, and resignations;
  • account code changes;
  • adjustments of records and checks in PMS;
  • leaves of absence with or without pay;
  • telephone inquiries; and
  • cancellation of check and processing supplementary payroll checks via APRL, EIS, TBNK, and / or PMS.
  • Handle data entry, including approvals, individual and employee level approval / hold, employee updates, and job appointments.
  • Systematically update recoupment actions for overpayments.
  • Review and analyze various payroll reports to ensure timely and accurate retroactive payments.
  • Review emergency check requests when appropriate.
  • Process Bill of Collection actions in the Web Billing System for overpaid former and / or current employees.
  • Prepare Stop Payments for lost checks.
  • Process overpayment notices for employees that are active and were overpaid to recoup overpayments.
  • Respond to employee inquiries made via telephone and online.
  • Contact Payroll Secretaries / Timekeepers to resolve payroll related issues.
  • Qualification Requirements :

    Minimum

  • A four - year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and either : a. 30 semester credits from an accredited college with 6 semester credits in accounting; or b. two years of satisfactory full - time bookkeeping experience; or
  • Education and / or experience equivalent to "1" above. College education may be substituted for experience in "1(b)" above on the basis of 15 semester credits per year for up to 18 months of experience. However, all candidates must have at least an approved four - year high school diploma or its educational equivalent, and either 6 semester credits in accounting from an accredited college or 6 months of experience as described in "1(b)" above
  • Plus

    In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above

    Preferred

  • Knowledge of DOE automated systems including NYCAPS, EIS, APRL, PMS, PDPS, and TBANK.
  • Salary : $60,445 - $63,484

    Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
