Job description

Primary Responsibilities

Lead operations by exercising independent judgment and discretion to manage / supervise the daily work assignments for ILWU labor at the Redwood City Cement / Bulk Operation, Richmond Bulk and additional offsite locations.

Analyze operational needs on an ongoing basis to determine daily labor requirements for each shift, schedule steady labor, and place hall orders, as needed.

Develop operations plans, inclusive of the following :

  • Vessel berth schedule
  • Steady and Labor scheduling / Ordering
  • Labor orders
  • Cargo sequencing

Oversee operational plan and changing conditions by coordinating, communicating with, and directing :

  • Labor
  • Customers
  • Ship's Crew
  • Other Operations Managers
  • Terminal Management
  • M&R Managers and HS&E Lead to optimize downtime for maintenance, repairs, and cleaning
  • Security
  • Safety and Training
  • Establish and implement operating priorities, procedures, practices, and goals, to meet organizational objectives. Effectively assign and direct labor to accomplish these objectives. Continuously evaluate procedures for improvements.

    Proactively and reactively engage customers, ship's crew, agents, port staff, and governmental agencies regarding the most effective methods of operation.

    Use independent judgment and discretion to make important operational decisions, such as shifting an operating unit from task to task, e.g., shifting labor in the event timely hall orders do not fill and reassigning labor to different duties based on operational needs. Make independent decisions based on business needs with the goal of improving overall terminal operations by maximizing labor efficiency and productivity.

    Monitor the attendance (arrival time) of all labor, authorize any necessary overtime, ensure that labor is properly identified on all payroll records and all appropriate payroll adjustments are made for labor based on their actual hours of work.

    Hire, discipline, and terminate labor, including foremen, supervisory clerks, and hourly-paid union labor; warn, cite, suspend, replace, or terminate workers who are not carrying out assigned work as instructed or in a proper or safe manner.

    Handle any grievances in an expeditious manner and obtain all relevant facts while using independent judgment and discretion in adjusting any grievance.

    Promote safety awareness and regulatory compliance by training and enforcing the guidelines set forth by the Pacific Maritime Association (PMA), Pacific Coast Longshore Contract Document (PCLCD), Pacific Coast Maritime Safety Code (PCMSC), OSHA, Port working rules, stowage and hazardous materials, and proper manning and ordering.

    Responsible for pre / post-operation equipment check.

    Supervisory Responsibilities

    In accordance with applicable policies / procedures and Federal / State laws, may perform the following supervisory responsibilities : Interview, hire, orient, coach and develop employees; plan, assign, and direct work; appraise, manage and reward performance; address complaints and resolve problems.

    ADDITIONAL RESPONSIBILITIES :

    Ability to work both day and night shifts.

    Work with consultants and vendors.

    Assist other operations with operational, engineering, or maintenance issues.

    Participate in industry functions, attend meetings.

    Regular, predictable, and reliable attendance.

    May work weekends and holidays.

    Assist with the needs of the terminal and or ship agent.

    Ensure office supplies are kept stocked.

    Address or contact the proper help to troubleshoot minor IT problems.

    Update the Vessel Calendar.

    Ensure the payment of terminal bills monthly.

    Participate with PMA functions like JACP and Labor Relations as required

    Knowledge / Experience

    Bachelor's Degree in an area of study, such as Communications or Business, preferred, or equivalent of a High School diploma and 2-5+ years of progressively responsible, related experience.

    Prior experience in inventory control, freight and shipping & computer operating systems.

    Experience with maritime cargo or cruise industry preferred.

    Strong knowledge of ILWU / PMA contract & safety code.

    Union personnel supervision experience preferred.
