SALARY : Starting at $84,975 (commensurate with experience)
SUMMARY : The position is responsible for managing, directing, and overseeing the personnel, projects, policies, and procedures within the Geographic Information System (GIS) work group of the Information Technology Department.
DUTIES AND RESPONSIBILITIES : The essential duties of the GIS Manager include, but are not limited to the following :
Plans, manages, and oversees all GIS projects and tasks.
Establish and clearly communicate priorities to ensure the completion of required tasks in a timely and accurate manner.
Coordinates with CAMA (Computer-Assisted Mass Appraiser), IT Operations, and other IT workgroups and departments in the agency to ensure the maximum effectiveness and efficiency of the systems.
Responsible for the GIS Enterprise system and ArcGIS Online. (ArcGIS Portal, ArcGIS Server, ArcGIS Web Adaptor, ArcGIS Datastore, ArcGIS Image Server, ArcGIS Online, Survey123, ArcGIS Mobile Application, etc.)
Supervise, counsel, and evaluate subordinates relative to job performance.
Serves as a technical leader for all GIS programming projects.
Ensure that all GIS applications are properly supported, maintained, and documented.
Coordinate with external agencies and entities in the implementation and distribution of shared information resources and problem resolution.
Manage, where specified through inter-local agreements, the maintenance, and support of shared interagency GIS databases and applications.
Assist in coordinating contracts for aerial imagery, software conversion, data conversion, and other GIS-related professional services.
Assist in the preparation of the Information Technology budget as it applies to GIS.

SUPERVISORY RESPONSIBILITIES : This position does have direct reports.
SKILLS AND QUALIFICATIONS :
Years of experience required : Must have at least 3 years of experience as a GIS Manager or equivalent.
Must have at least 5 years of experience and knowledge of GIS environments, databases, computer programming, structured query language, report writing, statistical packages, and mapping software.
Experience with ArcGIS Enterprise, Angular, .Net, HTML, ORACLE, MS SQL, SSIS, ArcSDE, JavaScript, ESRI Experience Builder, Calcite, ESRI JavaScript APIs, Python, and mobile applications preferred.
Education : Bachelor’s degree in computer science, GIS, or related field from an accredited college or university and 5 years of experience in a position that may be deemed the equivalent of such professional education.
Substitution : (Each year of required education may be substituted by two (2) years of work experience. Each year of required work experience may be substituted by two (2) years of additional education).
Additional skills required : Ability to rapidly acquire and retain knowledge of administrative and procedural regulations. Proven attention to detail, reliability outstanding organizational skills, and ability to prioritize multiple projects under minimal supervision.
Language Skills : Bilingual in English and Spanish preferred but not required.
