Assistant Director, Operations (Out Of School Time)

Title: Assistant Director, Operations

Department: Out Of School Time

Reports To: Executive Director, Operations

This is a full-time, 12-month, non-represented position. The salary grade is 4027, starting at $81,265, commensurate with experience and aligned to ensure internal equity with similarly situated roles.

Job Summary: Oversees the day-to-day operations of the assigned office with focus on productivity, accountability and development measures. Monitors and coordinates all operational phases for the assigned area. Creates and maintains systems and methods to monitor/track charges and expenditures of educational programs and services as well as analyzing financial trends.

Essential Functions:

  • Oversees the activities of staff; participates in the coordination and planning of departmental activities; aids in developing and implementing a timetable to achieve short and long-term goals.
  • Maintains fiscal awareness and sound business practices through budget and resource management, forecasting, planning and making appropriate recommendations for modifications and improvement.
  • Oversees operations to assure accountability, regulatory compliance, objective decision-making and revenue maximization through fiscal and data analysis.
  • Assists project managers in the development and submission of resolutions and evaluations.
  • Assists with the establishment and support of policies and procedures to facilitate and evaluate service agreements and limited contracts between vendors and the assigned office.
  • Administers and facilitates the development of effective communication to all stakeholders.
  • Provides technical support to grant managers in the assigned office.
  • Functions as a liaison to all stakeholders.
  • Provides administrative direction and leadership for the expansion of expanded learning opportunities via Out of School Time (OST) programs in SDP school.
  • Assists the Director and Executive Director of the Office of Student Life and Innovation with the development of OST priorities and for OST programs.
  • Oversees the development and implementation of timetables to achieve short and long-term planning for programmatic activities.
  • Develops program goals and objectives in accordance with District policies and governmental mandates.
  • Works collaboratively with staff to deliver academic and enrichment-focused OST programs.
  • Oversees the effectiveness of the After School Programs, extended-day sessions and summer programs through the achievement of departmental objectives of program statistics.
  • Oversees coordinators who support positive program provider relationships with principals and school teams.
  • Advocates for the District with external organizations in matters concerning OST.
  • Serves as a point of contact for key external stakeholders, including the City of Philadelphia and the Pennsylvania Department of Education, when coordinating external OST services in District schools.
  • Oversees collaborative planning for elementary summer OST programs in direct partnership with the City of Philadelphia and other external agencies.
  • Directs, coordinates, and conducts in-service programs for District certificated and classified staff to improve their effectiveness in supporting OST programs.
  • Assists with security and maintenance of cumulative and other records pertinent to the operation of the programs.
  • Visits classes and school sites on a regular basis to monitor effectiveness and assist when needed.

Qualifications Minimum Requirements:

  • Master's degree program from an accredited college or university.
  • Six years of full-time, paid, professional, administrative experience, which have involved directly participating in all operational phases with a particular emphasis on fiscal management and data management and have included the use of spreadsheet applications and databases, at least three of which have been in a supervisory or administrative capacity.
  • OR
  • Bachelor's degree program from an accredited college or university.
  • Eight years of full-time, paid, professional, administrative experience, which have involved directly participating in all operational phases with a particular emphasis on fiscal management and data management and have included the use of spreadsheet applications and databases, at least four of which have been in a supervisory or administrative capacity.
  • NOTE: An applicant who does not meet the minimum education or work experience requirements listed above may be considered if, at the sole discretion of the Talent Office, they have a unique combination of education and work experiences that indicates potential for success in this role. The candidate must ensure that all of their relevant work experience is reflected on their resume prior to the submission of their application for District employment.

  • Demonstrated ability to coordinate, implement and monitor comprehensive multi-faceted programs.
  • Demonstrated ability to guide and channel resources, ideas and recommendations for problem solution and program refinement.
  • Demonstrated ability to plan and direct program operations.
  • Demonstrated ability to use a personal computer.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to establish and maintain effective working relationships.
