Job description

Position Title

This is highly responsible administrative and managerial work directing and coordinating the network division of the County's Information & Telecommunications Services Department.

Position Summary

An employee assigned to this classification is directly responsible for designing, implementing, enforcing security, and maintaining the county's enterprise infrastructure network and systems. Work is directed and reviewed by a higher-level supervisor through conferences, reports and observation of the results obtained.

Examples of Duties

This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.

Exudes a positive customer service focus. Advocates building organizational culture through aligning decisions with the County's core values.

Supervises and coordinates the activities of subordinate supervisors and employees; determines work procedures and prepares work schedules; issues written and oral instructions; assigns duties and reviews work for exactness, neatness, and conformance with departmental and County policies and procedures. Recommends personnel actions such as new hires, promotions, transfers, discharges, and disciplinary procedures. Prepares and conducts regular and special employee performance reviews. Prepares and conducts work related training for subordinate employees. Leads, mentors, and works closely with Network Division staff and other departmental technical support teams. Establishes and maintains network and systems standards to support enterprise-wide users, data center environments, directories, and security. Responds to needs and questions of users of the County's network systems concerning their access to resources on the network and the operation of various software programs on premises or remote sites and/or in an external cloud. Remains current with user and enterprise system software and hardware requirements and technology trends. Recommends and monitors the establishment and implementation of standard operating procedures within the Network Division. Monitors and administers the County's network and systems. Ensures proper network and systems log to maintain current performance metrics. Meets with a variety of users to determine information processing needs and recommends alternative solutions to existing and anticipated problems. Manages systems computer processing and memory storage capacity and usage enterprise network printers and network technical resources. Collaborates with IT leadership to support strategic planning, budgeting, procurement, and compliance reporting. Oversees contract negotiations and procurement tasks and follows County's acquisition guidelines. Plans, designs, deploys, and maintains computer networks and systems including cloud-based infrastructures and services. Enforces systems least-privilege access, encryption policies, audit trails, data retention, immutability, e-Discovery support, and prepare audit evidence. Monitors network performance and proactively addresses issues related to latency, outages, or capacity needs. Ensures network systems security by implementing best practices, monitoring threats, and maintaining compliance policies. Manages backup processes, disaster recovery, and business continuity planning for network infrastructure. Performs annual revisions to the Continuity of Operations Plan (COOP). Documents network configurations, procedures, and incident resolutions. Supports enterprise projects requiring network expertise, such as new office openings or system migrations. Oversees email services, including email archiving and experience using data classification systems. Ensures compliance with federal/state cybersecurity and technology standards such as National Institute of Standards and Technology (NIST), Federal Information Security Management Act (FISMA), Criminal Justice Information Services (CJIS), or agency-specific requirements. Maintains network reliability for mission-critical services, including emergency operations, public safety systems, and interagency communications. Implements security controls, conducts risk assessments, and coordinates response to security incidents. Oversees the effective and timely response to Public Records requests that include emails, files, and County-owned cell phone records. Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.

Knowledge, Skills and Abilities

Thorough technical knowledge of large-scale, complex multi-user enterprise networks and systems including; Planning, designing, deploying, and maintaining computer networks and systems including cloud-based infrastructures and services. Thorough knowledge of principles, practices and techniques of information sciences as related to large, complex multi-user network systems. Considerable knowledge of principles and practices of administration and organization including general budgeting, accounting and personnel techniques and management principles and practices. Ability to supervise and organize the work of staff, enforce disciplinary procedures, coach and counsel staff and effectively appraise employee's performance. Ability to communicate effectively both orally and in writing, including the preparation of written reports and memoranda. Ability to develop long and short-range goals and ensure they are properly implemented. Ability to conduct business meetings. Ability to effectively manage multiple, concurrent complex large-scale technology projects. Ability to establish and maintain effective working relationships with department directors, fellow employees, constitutionals, and the general public.

Supplemental Information

Desired experience and certification: Experience with enterprise disaster recovery strategies and systems (on-site, remote, and cloud-based). Experience designing, implementing, and managing enterprise storage systems, Storage Area Network/Network Attached Storage (SAN/NAS). Experience using monitoring and network management tools. Experience with security systems to protect County network infrastructure from threats such as ransomware and zero-day vulnerabilities. Florida Certified Public Technology Manager (CPTM) or/and Florida Certified Public Manager (CPM) or Florida Certified Government Chief Information Officer or equivalent management certifications are desired. Additional technical certifications are desired in the areas of Windows Server Administration, central storage administration, enterprise disaster recovery systems (and virtual server infrastructure or any equivalent certification). Microsoft Certified Solutions Associate (MCSA), Microsoft Certified Solutions Expert (MCSE), Amazon Web Services (AWS) Certified Cloud Practitioner, Microsoft Azure Cloud Certificate, and Google Cloud Digital Leader
