Job description

The Position

The City of Modesto is seeking a Risk Analyst I/II to support the City of Modesto's dynamic Risk Management team! The Risk Analyst I/II is responsible to perform professional and technical level work pertaining to workers compensation, general liability, and insurance requirements within the City's Human Resources Department; to provide expertise in program elements for the organization; and to assist the Risk Manager with tasks related to assigned area of responsibility. Applicants will be assessed on the application submitted. Due to the volume of applications received, resumes will not be screened for the purpose of determining who is the most qualified to compete in the testing process. It is the applicant's responsibility to fill out the "Education" and "Work Experience" sections of the application with complete information and adequate detail. Do not substitute any part of the application with the words "SEE RESUME." Applicants considered to be the most qualified will be invited to continue in the testing process which may include a selection interview. Be sure all supplemental questions are answered and detailed where applicable, questions will be used as part of the screening process to determine most qualified candidates. The Human Resources Department reserves the right to revise the testing process to best meet the needs of the City. Essential and Marginal Function Statements

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

Recommend and assist in the implementation of goals and objectives; establish schedules and methods regarding the City's workers compensation and general liability; implement policies and procedures.

Assist in the development and implementation of a loss control program by compiling, evaluating, and determining methods for reducing the frequency and severity of workers' compensation claims.

Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.

Work with the City's third-party administrator in planning, organizing, administering, and supervising the City's Workers Compensation program and general liability program.

Coordinate and work with legal counsel, medical providers, and management in handling workers compensation and general liability claims.

Assist in developing and coordinating the City's return-to-work program.

Assist in maintaining insurance requirements with vendor contracts city-wide by reviewing insurance submissions through the PINS platform

Research, compile, and prepare reports and documentation on program activities; analyze and develop corrective action and maintain records of findings and corrective actions; prepare periodic status reports.

Maintain a variety of confidential records and files.

Represent function on committees, outside organizations, and at staff subcommittees as necessary; coordinate activities with other departments and outside agencies.

May plan, prioritize, assign, supervise, and review the work of assigned staff related to program activities.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Marginal Functions: Perform related duties as assigned.

Minimum Qualifications

Risk Analyst I: Knowledge of: Principles, practices, and techniques of establishing, maintaining, and modifying comprehensive workers compensation and general liability programs. Techniques used in accident and claims investigations. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Ability to: Learn the process and structure of the city and assigned department. Learn pertinent federal, state, and local laws, codes, rules, and regulations. Learn to partner with the Safety Officer in identifying risk and unsafe behaviors and develop and implement procedures to minimize. Analyze and interpret a variety of complex medical and legal documents. Establish and maintain effective working relationships with those contracted in the course of work. Communicate clearly and concisely, both orally and in writing. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of experience in workers compensation, general liability, and insurance programs. Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, or a related field. License or Certificate: Possession of, or the ability to obtain, a valid California driver's license.

Risk Analyst II In addition to the qualifications of a Risk Analyst I:

Knowledge of: City and department processes and structure.

Pertinent federal, state, and local laws, codes, rules, and regulations.

Ability to: Partner with the Safety Officer in identifying risk and unsafe behaviors and develop and implement procedures to minimize.

Interpret and explain pertinent City and department policies and procedures.

Develop and recommend policies and procedures related to assigned operations.

Supervise, lead, train, and evaluate assigned staff.

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two years of increasingly responsible experience in workers compensation, general liability, and insurance programs equivalent to Risk Analyst I with the City of Modesto

Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in business administration, public administration, or a related field.

License or Certificate: Possession of, or the ability to obtain, a valid California driver's license.

Physical and Mental Requirements

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise.

Working Conditions:

Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and the ability to travel.
