About the Position

The Emergency Services Planner is responsible and accountable for the development, planning, coordination, and implementation of the Emergency Management (EM) Safety Program for all assigned Judicial Branch court facilities and personnel to include court clients and the general public. Coordinates disaster response protocols, provides disaster preparedness training, and prepares emergency plans and procedures for all disasters to include natural (e.g., hurricanes, floods, extreme high winds), or hazardous materials spills, active shooter-type incidents or hostage response situations.

Position Qualifications

Education :

  • Bachelor's degree in Emergency Management, Communications, Business, Public Administration or a related field.

Experience :

  • Three (3) years of professional experience in emergency, public safety, or public health planning.
  • Combined education and experience qualifications :

  • An equivalent combination of post-secondary education and / or job-related experience may be considered in substitution on a year-for-year basis.
  • Other Requirements :

  • Incumbent must obtain and maintain a Court Security Officer (CSO) certification and maintain that certification annually
  • Incumbent must obtain and maintain certification in defensive weapons tactics
  • Incumbent must obtain and maintain certification as a CPR provider and Basic Life Safety
  • Knowledge, skills, and abilities :

    Knowledge of :

  • Relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
  • Laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rules.
  • Principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Emergency preparedness protocols in response to natural and technological disasters, active shooter incidents, or hostage response situations.
  • Skill in :

  • Preparing comprehensive emergency plans and implement emergency management programs.
  • Leading and supervising with minimal oversight.
  • Ability to :

  • Integrate access and functional needs into planning, operation and recovery.
  • Communicate effectively, both orally and in writing.
  • Work individually with minimum supervision or as a team member.

  • Essential Job Tasks

  • Prepares and revises (annually) the Judicial Branch (JB) emergency operations plan to include facility maps and emergency communication plans.
  • Collaborates with other officials and facility managers to prepare and analyze damage assessments following disasters or emergencies.
  • Trains all JB personnel on evacuations, floor sweeper, & floor warden programs.
  • Coordinates annual evacuation exercises / drills while limiting impact to court operations.
  • Coordinate work and evaluate the performance of Active Shooter and disaster response trainers.
  • Conducts assessment surveys to determine the types of emergency-related requirements needed and ensure it's captured in disaster planning.
  • Designs and administers emergency / disaster preparedness training courses that teach court personnel how to effectively respond to major emergencies and disasters.
  • Develops and maintain liaisons with municipalities, county departments, and similar entities to facilitate plan development and response coordination.
  • Prepares and recommends an EM safety budget to the Security Director.
  • Prepares scenarios and coordinates training for judicial officers, key / essential staff, and court employees in conjunction with the exercising of emergency plans.
  • Develops and maintains a method of communication to quickly notify judicial officers, key / essential staff, and court employees on all applicable emergencies.
  • Primary lead for the JB Emergency Operations Plan, JB Continuity of Operations Plans and disaster response committees.
  • Interprets and applies all federal and state directives that apply to EM, safety, and implements as needed for the Security Director.
  • Stays abreast of current events that may impact court operations (weather conditions, disasters, etc.) and advises Security Director, department heads, and key / essential of any action that may be needed.
  • Works with risk management staff (county) to ensure all safety standards are adhered to.
  • Oversees the Security Department Physical Security Inspector and the standards evaluation program.
  • Represents the security department in discussions and planning sessions regarding EM, safety, and disaster response affecting the court.
  • Working conditions :

    Required to be on standby (on-call) status for all after-hour phone calls involving safety, security, or EM issues. This position may require in-field exercises / training as well as classroom instruction. It may require actual hands-on applications of all aspects of the job including briefing large groups of personnel.

    While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.     Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

    The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
