Community Program Manager
Under the general supervision of the Local Health Director, the Community Program Manager performs professional and administrative work in support of the County's public health functions. The Community Program Manager is responsible for the development, implementation, and oversight of community outreach, immunization registry (ImmTrac2), and indigent health programs. This position directly supervises Community Outreach Specialists, ImmTrac2 Specialists, and the Indigent Health Coordinator. In addition, the Community Program Manager serves as the Public Information Officer (PIO) for the Health Department, responsible for media relations, risk communication, and public messaging.
Essential Functions :
- Directs and manages the work of Community Outreach Specialists, ImmTrac2 Specialists, and the Indigent Health Coordinator.
- Develops, implements, and evaluates community outreach, immunization registry, and indigent health program activities.
- Serves as the PIO for the Health Department, including preparing press releases, responding to media inquiries, coordinating interviews, and leading communication during public health emergencies.
- Ensures departmental compliance with federal, state, and local regulations related to immunizations, indigent health, and public health communications.
- Analyzes data and feedback to monitor program performance, identify gaps, and recommend improvements.
- Builds and maintains partnerships with community organizations, health care providers, schools, and other stakeholders.
- Coordinates and hosts community outreach events to expand access to health care and increase awareness of available health services.
- Prepares reports for program activities, outcomes, and grant deliverables.
Education and / or Experience :
Bachelor's degree in public health, Communications, or a related field required.Master's degree in public health, Communications, Social Work, or a related field preferred.Two (2) years of public health, outreach, or communications experience preferred.Two (2) years of supervisory experience preferred.Equivalent combinations of experience and training may be substituted on a year-for-year basis.Other Qualifications, Certificates, Licenses, Registrations :
Valid Class C Texas Driver's License required.ICS / NIMS Public Information Officer training preferred.Bilingual (English / Spanish) preferredMust complete any additional training within 30 days of notice.
