About the opportunity

SWCA Environmental Consultants is expanding our team and actively looking for dynamic individuals who are following their passion in delivering the highest-quality project work.

Specifically, we seek a self-motivated Project-Level Environmental Planner - NEPA with attention to detail and strong communication skills to support our growing offshore wind portfolio.

Individuals need to be willing and able to work with peers across various offices and accomplish tasks associated with a variety of projects in any given week.

The individual will provide approximately 50% of their time as a liaison with our federal agency counterpart on an NEPA EIS and the remainder on our national environmental planning portfolio, depending upon expertise.

This is a regular status, full-time position, that can work out of any of SWCA's USA-based offices or be distributed (remote).

Under this requisition, we could hire the following positions :

  • Associate Project Environmental Planner Typically with up to five (5) years of experience and expertise.
  • Project Environmental Planner - Typically with up to seven (7) years of experience and expertise, potentially including two (2) years managing planning projects.

What you will accomplish

You will be responsible for performing and helping to overseeing multi-disciplinary environmental impact analyses, facilitating public and agency outreach, and providing quality assurance and management during the development of EAs and EISs.

The project NEPA planner will be accountable for more for more complicated, multidisciplinary planning efforts, projects and teams.

Specific responsibilities include :

With our federal agency counterpart, the Bureau of Ocean Energy Management (BOEM) :

Working side by side with agency NEPA project managers to complete the NEPA document and associated consultations for offshore wind projects.

Specifically, this includes :

  • Provide support to the agency NEPA project manager from post award kick-off through Record of Decision (ROD) for the EISs to which you are assigned.
  • Provide assistance to the agency NEPA project manager in managing the NEPA document, including (a) the review and revision of the document for quality and consistency (e.

g., ensure templates, reusable content, and most recent analysis language is incorporated), (b) the coordination with agency and SWCA subject matter experts in the development of the NEPA document, and (c) completion of agency consultations.

For additional SWCA planning projects :

  • manage and lead the preparation of EAs, and help lead EISs addressing the development for a wide variety of projects, including revisions of federal resource management plans (RMPs) and land use plans, issuance of rights-of-way, approvals, and / or leases, policy amendments, etc.
  • Assist teams by providing technical oversight and guidance for the preparation of key aspects of NEPA documents and the NEPA process, including Pre-Notice of Intent (NOI) activities and project planning;
  • development of the description of the proposed action and purpose and need; NEPA document structuring and content planning;

public scoping; public comment review and response; and records of decisions and findings of no significant impact.

Supervise and mentor early career staff in the development of the skills in NEPA analysis and document preparation.

Experience and qualifications for success

We seek a team member who brings demonstrated experience in NEPA and permitting project management, environmental analysis, and agency consultation.

We seek the following specific qualities :

  • Bachelor's degree in environmental planning, environmental science, or another science-related field.
  • A minimum of five (5) years of experience in environmental consulting, including NEPA documentation preparation.
  • Excellent verbal and written communication skills; interpersonal skills; attention to detail; and organization, schedule, and budget management skills.
  • Experience on complex, multi-disciplinary projects; leading meetings with clients and agencies; directing project teams including subcontractors;

preparing or directing staff in the preparation of technical studies and permitting / NEPA documents; and setting and adhering to project budgets and delivery schedules.

A strong understanding and experience with federal environmental regulations including NEPA, and potentially others like the Clean Water Act (CWA), the Endangered Species Act (ESA), the National Historic Preservation Act (NHPA), and the ability to develop project execution plans to satisfy regulatory compliance.

Preferred qualifications :

  • Seven (7) or more years of experience in environmental consulting, including NEPA documentation preparation.
  • Master's degree in environmental planning, environmental science, or another planning or science-related field.
  • Experience working on planning and compliance documents for Off-Shore Wind projects (helpful).
  • A strong understanding of agency internal processes and procedures and positive existing relationships with federal land management and regulatory agencies
  • Direct experience with large Environmental Impact Statements (EISs).

An employee in this position can expect a salary of :

  • Associate Project Environmental Planner : $62,400 / year to $80,080.00 / year.
  • Project Environmental Planner : $70,720 / year to $91,520 / year.

Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law.

Regular-status employees are also eligible for performance bonuses.
