ICF seeks a dynamic, strategic, and highly collaborative leader to serve as the Vice President of Group Business Development and Growth for our Energy, Environment, and Infrastructure (EEI) Group.
As a rapidly growing business with revenues exceeding $750 million, EEI plays a pivotal role in shaping the clean energy transition and the future of sustainable solutions.
As a key member of the EEI Leadership team, you will lead a seasoned team of BD professionals serving 4 Divisions : Climate, Energy, and Transportation;
Disaster Management; Environment & Planning; and Utility Programs and Services. This position reports directly to the EEI Group Leader (Executive Vice President).

This position is US remote with travel to ICF offices and the ICF Headquarters in Reston, VA.
Key Responsibilities :
Strategic Leadership : As part of the EEI Group Leadership Team, you will collaborate closely with the four Division Leaders to maximize sales and sustain a robust pipeline across all our business lines.
Your strategic vision will drive growth and ensure alignment with organizational goals.
Team Empowerment : Lead a seasoned team of EEI BD professionals, including business development directors, capture and proposal managers, marketing experts, sales enablement specialists, and BD operations staff.
Foster a spirit of teamwork, innovation, equity, inclusion, belonging, and excellence.
Cross-Functional Partnership : Partner effectively across the organization, engaging with seller-doers’ and industry-leading Subject Matter Experts.
Optimize BD processes and procedures throughout the entire life cycle, from opportunity identification and capture, through to successful proposal submissions.
Collaboration Beyond EEI : Work closely with ICF’s Corporate Growth, Marketing, and Innovation teams to align and optimize support for EEI’s BD efforts.
Explore cross-Group opportunities within the larger ICF ecosystem.
M etrics-Driven Approach : Track and analyze business development metrics, providing actionable insights to business leaders.
Drive continuous improvement and contribute to strategic planning and the overall health of the business.
Client Engagement : Strengthen client relationships by orchestrating and supporting engagement activities. Understand client needs and business drivers to position ICF effectively.
Integrate the client needs into Group and Company strategic planning.
Industry Thought Leadership : Be a visible presence in the market, representing ICF as a senior leader. Leverage your industry knowledge to shape ICF’s point of view strategically.
Required Qualifications and Experience :
- Demonstrated leadership and BD responsibility for greater than $300 million in annual sales.
- A minimum of 10 years of progressively responsible experience in business development roles for firms selling professional consulting services.
- A minimum of 5 years of experience successfully leading teams of BD professionals.
Preferred Qualifications :
BD experience and domain knowledge across an array of diverse EEI-related markets and client sectors, including state & local clients, and commercial clients.
In addition, Federal agency experience (e.g., Department of Energy, Environmental Protection Agency, Department of Transportation) is also highly desired.
Familiarity with Utility clients, especially in the context of bringing a BD lens to the energy industry transformation (e.
g., decarbonization, grid modernization, electrification).
- Demonstrated leadership and BD responsibility for greater than $500 million in annual sales.
- Bachelor’s degree.

- A track record showing the ability to effectively influence, gain internal support, operate independently, and establish solid working relationships with senior leadership, peers, and staff.
- A track record of effective talent / people management and organizational development, motivating and energizing teams in a hybrid / remote environment.
- Ability to travel up to 25% of the time, as needed to clients, conferences, ICF offices and the ICF Headquarters in Reston, VA.
