Deputy Director of Contracting & Procurement

The Deputy Director of Contracting & Procurement provides executive-level leadership and strategic oversight of citywide procurement operations. Working closely with the Director, this role ensures procurement strategies align with the City of Charlotte's business objectives, equity goals, and compliance requirements. The Deputy Director serves as second-in-command for the department, leading major procurement functions, driving enterprise initiatives, and representing the department in the Director's absence.

Major Duties and Responsibilities :

  • Collaborate with the Director to shape and implement city-wide procurement strategy.
  • Identify and implement process improvements to enhance efficiency, reduce costs, and improve overall procurement performance.
  • Lead priority initiatives that drive efficiency, innovation, and equity in procurement operations. Represent the department in cross-departmental meetings, committees, and public forums as needed.
  • Support development and enforcement of procurement policies, procedures, and governance frameworks. Monitor adherence to municipal, state, and federal regulations.
  • Oversee day-to-day management of contracting, purchasing, and supplier management functions. Direct improvements in processes, systems, and tools to enhance performance and service delivery.
  • Designs processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands.
  • Communicate procurement strategies and performance data to relevant stakeholders, including departmental staff and suppliers.
  • Assist with managing agency-wide contracting and procurement training initiatives.
  • Assist with collaboration efforts throughout the Department.
  • Assist with reviewing and developing action plans to meet various contracting and procurement department compliance requirements.
  • Manage direct reports to include hiring, on-boarding, training, and managing performance.
  • Assist Director with development of yearly department budget.
  • Participate in ERP activities including participation in team meetings, recommendation of vendor, testing activities, and implementation of new system.
  • Required Knowledge, Skills, and Abilities :

  • Experience across all procurement types, services, technology, commodities, construction and engineering, architecture, and survey services.
  • Working knowledge of finance and / or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.
  • Knowledge of procurement principles and practices; understanding the procurement processes, regulations, and best practices.
  • Ability to access and streamline contracting and procurement processes.
  • Understand relevant laws and regulations related to procurement and contracting.
  • Understands municipal procurement law, specific experience with North Carolina legal requirements.
  • Strong leadership and negotiation skills.
  • Knowledge of the complexity of and controls for a corporate P-card program.
  • An understanding of cooperative purchasing programs and the responsibilities of a host agency.
  • Familiar with vendor outreach and small business programs.
  • Familiarity with municipal asset disposal requirements, auctions, and donations.
  • Ability to make strategic buying recommendations and take appropriate action.
  • Proven record of initiating and carrying out cost reduction / productivity improvement programs.
  • Proven ability to negotiate favorable contracts and manage contract lifecycle.
  • Ability to understand financial statements, analyze costs, and manage budgets.
  • Strong analytical skills and great attention to detail.
  • Excellent written, verbal, and interpersonal communications, listening, and presentation skills.
  • Excellent organization and time management skills to manage multiple tasks and deadlines.
  • Qualifications :

    Education and Experience :

    Bachelor's degree in supply chain management or related field AND ten (10) years of progressively complex procurement, contract management, and / or supply chain management experience; OR an equivalent combination of education, training, and experience providing the required skill and knowledge for successful performance.

    Preferred Qualifications :

    Prefer candidates that have additional training, education, experience, or qualifications related to this position, especially with procurement policies and laws at a local, state, and / or federal level. Prefer candidates with at least one (or ability to earn one within 24 months) of the certifications below :

  • CLGPO - North Carolina Certified Local Government Purchasing Officer
  • C.P.P.O. - Certified Public Procurement Officer from the Universal Public Procurement Certification Council (UPPCC) / National Institute of Governmental Purchasing / NIGP : The Institute for Public Procurement.
  • NIGP-CPP Certified Procurement Professional
  • C.P.M. / C.P.S.M - Certified Purchasing Manager or Certified Professional in Supply Management (Institute of Supply Management)
  • Conditions of Employment :

    The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to : reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry, and motor vehicle records check. Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check, or credit report; and to properly store and dispose of information derived from such reports. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and / or participate in other assessments.
