Lead Program Analyst

The Lead Program Analyst conceptualizes the desired outcome of programs in conformation with the directives of the government supervisor and mission and policy goals and coordinates the development and implementation of new approaches, procedures, plans, and programs to improve and support office and Directorate operations and capabilities. They communicate best practices, problems / delays, and potential solutions to management and apply analytical and specialized technical skills to research and compile data, so programs follow consistent processes in line with Department, bureau, and directorate guidelines.

Duties And Responsibilities

Coordination, implementation, and completion of all aspects of office management actions, to include human resources onboarding / tracking, expense tracking / procurement, administration, and logistics. Analysis of existing administrative processes and programs to make recommendations for the most effective use of existing practices and to implement new programmatic guidance. Creation of standard operating procedures to capture business practices and workflow to improve effectiveness of general office operations. Assurance that applicable Directorate and program office equities are considered, incorporated, and implemented in overall operations and unit management.

Coordination of activities performed by program office administrative personnel, including communicating assignment of tasks as provided by the government supervisor and editing / review of written work prior to submission to the government supervisor.

Coordination of human resource programs and actions at the direction of the government supervisor, including tracking staffing allocations, schedules, requirements, and vacancies, proofing position descriptions to identify changes from prior drafts, and coordinating and implementing the onboarding process for new personnel, to include ensuring submission of appropriate clearance paperwork and receipt of computer accounts and government-issued equipment. Submission of timekeeping reports, review of visa and passport requests, creating standard operating procedures for administrative actions, and maintaining organizational charts.

Tracking of assigned program office-specific fiscal expenditures, funding actions, and procurement / purchases to support and provide situational awareness to resource management personnel and the government supervisor. Coordinates these duties with other administrative personnel assigned to similar responsibilities. Routinely coordinate with directorate's Resource Manager to maintain program office spreadsheets and systems to track programs' current year fiscal and physical resources and to highlight resource concerns for the program directors. Preparation of large-scale procurement requests for approval by the government supervisor, including for travel, training, equipment, and services; monitoring of small-scale procurement actions involving supplies, vehicles, and other auxiliary items.

Utilization of database and project management tools and other resources to track office- level and floor-wide project activities, inquiries, and requests. Tracks the status and coordinates these projects with other bureau administrative / operational staff through completion.

Oversight of the collection of data for Directorate and Bureau-level reports. Drafts quarterly performance reports (QPRs), providing narrative, tracking metrics, and appropriate clearances for final approval and submission by the government supervisor. Drafts and edits both routine and high-level correspondence aimed at a variety of government and non- government audiences.

Administrative coordination of the program office's security operations, to include serving as a Unit Security Officer, with responsibility for access control, maintenance of emergency action plans, and security documentation, such as container sheets, egress maps, and requests for introduction of new technology.

Administrative coordination of the program office's physical property as an Alternate Custodial Officer, working under the supervision of the program office Custodial Officer. Duties include workspace allocation at the direction of the government supervisor, equipment procurement, receipt of deliveries, and vehicle management.

Conduct liaison supporting fulfillment of Executive Directorate requests and transactions, including those involving security clearances, access control, procurement, and compliance with government rules and regulations. Interaction will be both within government and with public / private sector interests.

Professional Qualification And Skills

U.S. Citizenship required.

Must possess or obtain / maintain minimum a SECRET clearance with ability to obtain up to a TOP SECRET with special access requirements (SCI).

Bachelor's Degree preferred : Business, Management or related fields.

Seven (7) to nine (9) years of specialized experience, in lieu of degree.

Preferred : Department of State experience.

Writing / editing experience to supervise the drafting of policy, reports, letters, justifications, and other documents with recommendations for management programs, policies, and activities.

Ability to work in a fast-paced environment to meet deadlines and to handle pressure situations.

Proficiency with Microsoft Excel, SharePoint, and database programs to support reporting, budgeting, and tracking work activities.

Excellent written and oral communications skills, and the ability to interact with individuals at all levels.

Excellent organizational skills, attention to detail, and the ability to work independently and as a member of the team.

Knowledge of federal planning, acquisition, and management process to coordinate and prepare long-term and short-term planning.

Superior interpersonal and cross-cultural skills in order to interact with team members and other organization colleagues and supervisors.

Ability to lead, motivate, and inspire any given team of colleagues in order to receive work directions and assign, coordinate and monitor the work of others, as well as to effectively coach and elevate the performance of less-experienced colleagues.

Must have a valid state or District of Columbia driver's license.

Work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The noise level in the work environment is usually moderate.
