This position will work directly with the Client, Joint Venture partners and other Labor Compliance Specialists, Contractors, and the Department of Industrial Relations for the duration of the project.
Responsibilities
- Ensure accurate processing, recording, and reporting of the project's Certified Payroll Records (CPR) in compliance with California Prevailing Wage Rate, Federal Davis-Bacon and Related Acts, and Union Master Labor Agreements as applicable.
- Research, interpret, and enforce various sources of regulatory documentation pertaining to labor issues including project labor agreements.
- Inform, monitor and review all compliance documentation related to certified payroll reports of subcontractors performing on projects.
- Past working experience with the LCP Tracker system.
- Schedule and participate in pre-bid meetings to inform contractors of their labor compliance obligations.
- Prepare compliance documents for labor compliance orientation meetings.
- Review the assigned wage determinations.
- Monitor the use of apprentices and the hourly ratio. Participate in pre-bid meetings to inform contractors of their labor compliance obligations.
- Ensure the awarding agency receives and / or reviews all required compliance reports.
- Notify subcontractors of wage violations / infractions and request corrective action be taken immediately.
- Prepare weekly, monthly, quarterly, semi-annual, and special reports to management as requested.
- Close-out all contractors at all tiers.
- Perform labor field investigations and audits to ensure the validity of CPR; demonstrate continuous effort to improve operations and provide quality customer service.
Qualifications
Associates degree or three years' related experience and / or training, or an equivalent combination of education and experience.Ability to perform basic administrative, clerical and data entry duties related to the department.Good interpersonal and communication skills, sound judgment, attention to detail, and confidentiality.Ability to professionally interact with subcontractors / vendors.Must be able to work with limited supervision and accept instructions.Construction trades classifications.Understanding of labor practices and techniques.Understanding of State and Federal labor standards (California Labor Code and Davis-Bacon Act).PCL is an innovative, employee-owned company committed to supporting and developing our teams. The salary range for this position is between $67,000 and $85,000 per year, based on experience and qualifications. PCL combines pay and benefit strategies to provide a comprehensive total rewards package, including benefits and career development programs.
