Position description
The Ninth Judicial Circuit Court is accepting applications for the position of IT Infrastructure Manager, a leadership role within Court Administration under the supervision of the Court Information Officer. The Infrastructure Manager plays a critical role in designing, managing, and maintaining the Ninth Circuit’s enterprise network and server infrastructure. This position oversees both network operations and core server systems, ensuring the secure, reliable, and efficient delivery of technology services that support judicial operations.
The ideal candidate possesses strong technical expertise, strategic planning abilities, and effective team leadership skills within a complex, multi-site environment. A solid background in cybersecurity principles, network architecture, vendor management, and software license management is essential to safeguarding the court’s systems and ensuring data integrity across all platforms.
Primary Responsibilities
- Design, implement, and maintain a secure, scalable network and server infrastructure supporting voice, video, and data applications.
- Manage network equipment, including routers, switches, firewalls, and wireless access points, ensuring high availability and performance.
- Oversee virtual and physical servers, Active Directory, and enterprise storage, including backup and disaster recovery operations.
- Implement and maintain cybersecurity controls in alignment with state and judicial standards (e.g., NIST CSF, CIS Controls).
- Administer and optimize Microsoft SQL Server databases, including backup, high availability, and performance tuning.
- Lead the adoption and enforcement of ITIL Change Management and configuration control processes.
- Supervise and mentor technical staff, ensuring alignment with best practices and departmental goals.
- Manage vendor relationships, maintenance contracts, and software licensing.
- Collaborate with audio-visual, help desk, and application support teams to coordinate system upgrades and deployments.
- Prepare and maintain technical documentation, network diagrams, and project plans.
Qualifications
Education & Experience :
Bachelor’s degree in Computer Science, Information Technology, or a related field (Master’s preferred).Minimum seven (7) years of progressively responsible IT infrastructure experience, including two (2) years in a management or supervisory role.Experience in enterprise networking, server management, and database administration required.Demonstrated knowledge of cybersecurity frameworks and secure network design.Technical Skills :
Strong proficiency in Windows Server, Active Directory, Group Policy, and PowerShell.Experience with virtualization platforms (VMware, Hyper-V).Proficient in firewall management (Sophos, Cisco, Palo Alto, or similar).Familiarity with enterprise storage (SAN / NAS), backup, and DR solutions.Solid understanding of SQL Server administration, replication, and query optimization.Knowledge of cloud and hybrid environments (Microsoft 365, Azure).Familiarity with ITIL practices and project management methodologies.Certifications (Preferred) :
CompTIA Security+, Network+, CySA+, SecurityXMicrosoft Certified : Azure Administrator / Windows Server Hybrid Administrator Cisco CCNA / CCNPCertified Information Systems Security Professional (CISSP)VMware Certified Professional (VCP)ITIL Foundation CertificationOrange County Funded position with benefits.
