This posting is being used to fill Behavioral Health Specialist positions that provide services to students at various schools within the Maui District as needed and assigned by the Maui District Office.

Salary Range : All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors.

Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

Behavioral Health Specialist V, SR-24 : $5,713.00 - $6,949.00 per month

  • Oversee and monitor the work performance of behavioral health specialists, school social workers, and other assigned staff regarding the provision of school-based behavioral health services within a complex or district.
  • Responsible for evaluating the work performance of assigned staff and completion of their performance appraisal (PAS) within the required timeframe.
  • Monitor activities and services of staff for conformance to existing laws, policies, procedures, standards, and guidelines, etc.

Take corrective action / steps to remedy non-conformance in order to comply with legal requirements.

Ensure that appropriate services are delivered to students by program staff as specified in student Individual Education Plans / 504 Modification Plans (IEP / MP).

These plans outline services provided to students by various discipline team members for the purpose of giving the student the best opportunity to learn.

Collaborate with contracted providers and other agency providers to plan for the orderly development and provision of essential services to meet the needs of students in the complex as specified in the student’s IEP / MP.

Participate in interagency meetings to coordinate and integrate school-based behavioral health services with other child-serving agencies.

Establish networks and working relationships with parents and community agencies.

  • Provide technical support / assistance to principals, counselors, teachers, and other school personnel regarding integration of school-based behavioral health services into educational programs, and meeting the requirements of federal laws.
  • Assist the district educational specialist (DES) with program development and the overall plan for the implementation of the district's / complex’s school-based behavioral health services program including an evaluation strategy to effectively monitor and utilize behavioral health and the contracted provider resources.
  • Administer policies and procedures pertaining to the implementation and operation of school-based behavioral health services.
  • Conduct budget surveillance and utilization procurement review for the SBBH DES to assist in identification of resources needed to implement a system of school-based behavioral health services.
  • Review requests for contracted services and monitors for appropriate utilization of services and resources in conjunction with the DES and district contracts specialist.
  • In consultation with personnel from the DOE district and State level offices, the Department of Health Family Guidance Center, and Children's Community Council (CCC), develop a community-based system of care.
  • Plan and implement a complaints resolution process for behavioral health-related services. Monitor sentinel events / incident reports, investigate and collaborate with the agencies involved to resolve the situation.

Refer unresolved system issues to the appropriate district resources.

  • Develop and implement education and / or training programs to address staff development needs related to behavioral health evidence-based practices and IDEA / 504.
  • Train subordinates and assigned staff.
  • Review IEP / MP quarterly reports, direct and oversee the recordkeeping systems.
  • Sign documents for Medicaid reimbursements.
  • May provide direct services.

Basic Education Requirements : Possession of a Master’s degree from an accredited college or university with a major in counseling, marriage / family therapy, psychology or social work.

Experience Requirements : Applicants must have had progressively responsible experience of the kind and quality described in the statements below and in the amounts shown below or any equivalent combination of training and experience.

Three (3) years of progressively responsible professional post-masters work experience providing counseling and / or therapy to individuals and / or their families which included assisting individuals to address emotional, behavioral, and / or mental health problems .

This experience must have involved counseling or guidance in situations where individuals had difficulty in grasping or understanding the nature of their problem(s), choosing between various possible courses of action, adjusting to environmental conditions and / or acquiring or sustaining appropriate individual control or motivation.

Quality of Experience : Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position.

The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he / she has the ability to perform the duties of the position for which he / she is being considered.

Professional License Requirement : Applicants must possess a Hawaii State Mental Health Counselor, Clinical Social Worker, Psychologist or Marriage and Family Therapist license.

Driver's License Requirement : Some positions may require possession of a current, valid driver's license. Salary : The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.

Requirements : Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified.

Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks.

Part-time experience is pro-rated. Example : Twelve months of experience at 20 hours / week is equivalent to six months of experience, not one year.

Also, hours worked in excess of 40 hours / week will not be credited. Example : Twelve months of experience at 60 hours / week is equivalent to one year of experience, not one and a half years.

Temporary Assignment : Claims of Temporary Assignment (TA) experience to meet the minimum qualification requirements must be verified and attached to the application using one of the options below :

A copy of the applicant’s TA History Report or equivalent system-generated report;

A signed letter from the applicant’s supervisor that includes the applicant’s name, his / her TA job title, the TA start and end dates (from mm / yy to mm / yy), his / her specific TA duties performed, and either the TA hours worked per week or total TA hours worked; or,

Copies of the applicant’s signed SF-10 Forms.
