Job Description

Under general direction of the Chief Operating Officer, the Chief Information Officer (CIO) is responsible for the overall leadership, development, security, and management of the San Francisco Public Library’s Information Technology (IT) Division.

The CIO serves as a member of the Library’s senior management team; oversees and directs Information Systems (Integrated Library System), Security and Network, Server and Data Storage, Computer and Help Desk Services, Software Development, and Audio Visual / Media Production to ensure that proper staffing, services, procedures, and training are in place;

communicates well with all staff, vendors, contractors, compliance agencies and the public. The CIO is liaison to other city departments such as Department of Technology, Committee on Information Technology, Department of the Environment, etc.

to maintain effective working relationships between departments. The CIO is an integral partner in providing information technology services for the Library's patrons and staff, which includes approximately 2,500 public and staff personal computers, peripheral equipment, and software.

The CIO is responsible for telecommunication service throughout the 30 Library locations; the Library's network, Internet, and Intranet services, the integrated library system and web services, including local database and a database of digitized historical photos, the Library’s cyber security, and the Library’s IT Continuity of Operations Plan.

The CIO assists in the department’s compliance with the Americans with Disabilities Act. The FY 24 Information Technology Division’s operating budget totals approximately $16 million, and there are 37 full time equivalent positions spanning various service types and disciplines.

The essential functions of this position include, but are not limited to :

Plans, coordinates, monitors, evaluates, and supervises the operations of the Library’s IT Division, which includes Information Systems (Integrated Library System), Security and Network, Server and Data Storage, Computer and Help Desk Services, Software Development, and Audio Visual / Media Production;

directs the allocation of staff and resources to meet service needs and in alignment with available funding and departmental priorities.

Oversees and administers division budgets, projects, contracts, and services of other departments; utilizes project management and budget tools to track progress, risks, and expenditures;

advises stakeholders on project and service delivery status, expenditures to date, and alerts executive management on any potential budget or project outcome concerns and provides recommendations on corrective actions or alternatives needed.

Develops, recommends, implements, enforces, and maintains policies and procedures to align with departmental business needs and help the IT Division operate efficiently and in accordance with requirements and industry best practices;

ensure the Library’s website and other IT resources are in compliance with the Americans with Disability Act; monitors and analyzes IT-related legislation or regulations and advises Library stakeholders on required administrative or operational changes required in order to be in compliance with applicable codes and regulations.

  • Leads the department’s cyber security efforts, participate in citywide cyber security forums, and initiatives, oversee implementation of cyber security measures, monitor departmental cyber security performance and threat risks, and spearhead any corrective actions needed to reduce risk;
  • direct the management of the Library’s IT Continuity of Operations Plan (COOP), including, but not limited to, tabletop exercises, developing and administering communication plans, as well as conducting risk assessments and system analyses as-needed to ensure the Library IT is prepared to manage a cybersecurity incident;

ensure executive management is informed of and the appropriate executive management staff are trained on the Library IT COOP to aid in any response.

Researches and recommends IT technology that supports the department’s mission and strategic priorities, and addresses IT infrastructure and security needs;

engaged with Library divisions to understand business needs and collaborate on technology solutions; research artificial intelligence (AI) tools and recommend how the Library could use safely and effectively use AI in the public sector.

Directs the development, management, and update of the Library’s Five-Year IT Plan and ensures it aligns with IT infrastructure and technology needs as well as the Library’s mission and strategic priorities;

coordinate the IT infrastructure and other technology needs for all capital projects during the programming phase; oversees the IT work and purchases during the construction phase in concert with the Library’s Capital Project Manager.

Monitors and evaluates IT business analytics to make data-informed decisions on services, inventories and budgets, identify opportunities for service enhancements, identify and manage risk, allocate staff, and determine if changes to service delivery methods are required in order to gain efficiencies, optimize resources, and improve customer service.

Leads, mentors, and coaches staff to support their professional and technical development and optimal delivery of IT services;

ensures staff receive required trainings to perform their work; utilizes a collaborative management style to engage staff in strategic, solution-oriented thinking.

Nature of the Work :

Most buildings or library branches with public access are operating 7 days a week, and operating afterhours.

The CIO must be available to be on-call after hours or during weekends to respond to emergency situations.

The candidate must be an excellent communicator with highly developed writing and presentation skills and willing to stay at the forefront of emerging technology, IT management, cyber security and emergency planning trends on a local, state, and national level to develop strategic plans and best practices for the Library.
