This position will be located at the Missouri Department of Natural Resources, Division of Environmental Quality, St. Louis Regional Office at 7545 South Lindbergh Blvd., St. Louis, MO 63125.

Responsibilities - What you'll do

As an advanced professional engineer, be responsible for supervising the Engineering, Compliance, and Assistance Unit and all its functions, at the St.

Louis Regional Office.

  • Provide training, assistance, and oversight for team members who are conducting engineering compliance inspections, technical document reviews, Clean Water general permit issuance, operator certification training, and compliance assistance to ensure they are performing this work according to department policy and all applicable regulatory requirements.
  • Perform independent facility inspections of complex facilities as time allows for quality control, training purposes, and to support meeting annual inspection goals and for training other engineers and team members.
  • Provide immediate personal supervision and technical oversight to water pollution and public drinking water team members, including three Assistant / Associate Engineers in the St.

Louis Regional Office that perform functions that constitute engineering services as defined in RSMo 327.181.

  • Coordinate with the Water Pollution and Public Drinking Water Unit Supervisors, Water Section Manager and Regional Director on work planning, annual progress toward goals, compliance inspections, environmental concern investigations, emergency response, enforcement referrals and document preparation.
  • Coordinate Department colleagues, including other regional offices, program offices, Wastewater and Drinking Water team members, the General Counsel's Office and other Regional Office team members regarding consistency in work, questions on regulations, technical problems and solutions, policies and procedures.
  • Review general permit applications for wastewater, drinking water, and industrial facilities issued and terminated by the regional office to ensure compliance with Missouri Clean Water law and Drinking Water regulations.
  • Provide technical assistance to regulated facilities, public citizens, engineering consultants, department workgroups, legislators, local officials, and others regarding laws, regulations, and engineering requirements through in-person or online meetings, written communications, and presentations.
  • Coordinate training and continuing education opportunities for the region, to support operator certification for drinking water and wastewater facility operations.

Qualifications - All you need for success

Registration as a Professional Engineer in the State of Missouri

This position is required to obtain and maintain drinking water and wastewater operator certifications. If you do not currently possess either or both certifications, you will be given six months to obtain the first certification and an addition six months to obtain the second certification.

The Department provides training to take the exams and obtain these certifications.

To be successful in this position, a candidate will need the following skills :

Environmental Engineering : Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources;

and to monitor, control, abate, and prevent pollutants.

Environmental Science : Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources;

and to monitor, control, abate, and prevent pollutants.

  • Performance Management : Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
  • Accountability : Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and delegates work.

Accepts responsibility for own actions and decisions. Complies with established control systems and rules.

  • Analysis and Assessment : Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Analytical Thinking / Problem Solving : uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary.

Equivalent to those typically gained by :

  • Bachelor of Science Degree in an engineering discipline from an ABET accredited program and 5 years of relevant experience.
  • Ability to understand and interpret technical engineering information, analyze issues, and communicate alternative solutions.
  • Ability to provide direction to engineering professionals and other technical staff within a team environment.
  • Strong computer skills and able to use word processing and other office software such as Microsoft Office, GIS software, and project management tools.
  • Experience reviewing and interpreting technical documents, including those with complex environmental engineering components, and then analyzing issues and providing solutions.
  • Ability to communicate clearly and professionally, both verbally and with written correspondence.
  • Ability to maintain effective and positive working relationships with others.
  • Ability to effectively prioritize work assignments and manage multiple tasks with varying timelines.
  • Ability to exercise good judgement by making timely and effective decisions with available information / knowledge and within regulatory and positional authority.

Additional education or experience may substitute for the required education or experience)

Training, certification, and / or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
