Information Technology Specialist 3 (Programming); Central Office

Duties Description The Information Technology Specialist 3 (Programming) will perform activities including, but not limited to, technical activities related to writing instructions (code), applications program development, program and system testing, and business / systems analysis and design and development of database systems for agency specific applications. The position is expected to provide application support for OMH business units and clinical programs, supporting the Electronic Health Records (EHR) initiative.

Specific duties include, but are not limited to, the following :

• Plans and conducts applications programming design, coding, testing, and debugging activities.
• Expert level knowledge of Python, JavaScript, or object-oriented programming.

o Knowledge parsing XML and / or JSON is a plus.

Minimum Qualifications Non-Competitive :

A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

Transfer :

Candidates must have one year of permanent status as an Information Technology Specialist 3 (Programming), and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.
