The Virginia Department ofTransportation (VDOT) Information Technology Division (ITD) isseeking a Technical Writer / System Analyst to work as a key memberof the Design and Planning Team for IT network infrastructureprojects.

This role will work closely with the PMO office and beresponsible for documenting procedures via job aids templates formsflow diagrams and presentation decks.

They will create updatetraining programs and conduct trainings as required.Responsibilities include analyzing problems; documenting businessprocesses;

developing requirements user stories and acceptancecriteria; and managing requirements traceability and testing. VDOTis a fastpaced organization with very high standards for workquality and efficiency.

This position is expected to handlemultiple projects and remain flexible and productive despitechanging priorities and processes.

RESPONSIBILITIES :

Create and update job aids templates forms flow diagrams andpresentation decks on the subject of technology project managementand the methodologies employed at Virginia Department ofTransportation (VDOT) and Virginia Information Technologies Agency(VITA).

Consult with other members of the PMOand subject matter experts within the organization to developcontent for documentation and training programs.

Work with the Project team members and businessstakeholders to understand business processes and painpoints

Develop expertise in the customers businessapplications

Conduct Root Cause Analysis to identifysystem gaps and deficiencies that require a business technical orblended approach for resolution

Diagram currentprocesses and proposed modifications using process flows contextdiagrams and data flow diagrams

Discover and documentrequirements and user stories with a focus on improving bothbusiness and technical processing

Decompose requirementsinto Epics and Features and create clear and concise user storiesthat are easy to understand and implement by technicalstaff

Utilize progressive elaboration; map stories totechnical design specifications to be used by internal staff todevelop the system modifications

Identify and grouprelated user stories into Themes document the dependencies andassociated business processes

Assist Product Owner inmaintaining the product backlog

Create conceptualprototypes and mockups

Propose alternative solutionsthat balance cost and benefit and adequately test a solutionsfeasibility for business and technical compatibility

Collaborate with staff vendors consultants and contractors as theyare engaged on tasks to formulate detail and test potential andimplemented solutions.

Perform Quality Analyst functionssuch as defining test objectives test plans and test cases andexecuting test cases (including regression testing)

Coordinate and Facilitate User Acceptance Testing with Business andensure Project Managers / Scrum Masters are informed of theprogress

QUALIFICATIONS

The candidate shouldhave 10 years of overall IT experience with emphasis on technologyproject management.

The candidate must have a minimum of2 years of experience creating procedure documentation such as jobaids templates forms flow diagrams and presentationdecks.

The candidate must be proficient inwritten communication tools such as Word Excel PowerPoint andVisio.

5 years of experience as an AgileBusiness Analyst; strong understanding of Scrum concepts andmethodology

Experience with networkingprojects

Experience organizing and maintaining Productand Sprint backlogs

Experience translating client andproduct strategy requirements into application requirements anduser stories

Proficient with defining acceptancecriteria and managing acceptance process withdevelopment

Experience with large multimodulesystems

Expertise with Microsoft Office products (WordExcel Access Outlook Visio PowerPoint Project Server)

Experience with Application Lifecycle management (ALM)

The candidate must have exceptional written and oral communicationsskills and have the proven ability to work well with a diverse setof peers and customers

Preferred :

CBAP and / or CSPO Certification

Experience using TeamFoundation Server for agile software development and work itemtracking
