Job description

Supervisory Accounting Technician II

The City of Detroit Retirement System (RSCD) is seeking a dedicated and detail-oriented Supervisory Accounting Technician II to join its team. This position plays a vital role in supporting the Retirement System's mission of providing accurate and timely financial services to employees and retirees of both the General Retirement System and the Police and Fire Retirement System.

Under general supervision, the Supervisory Accounting Technician II for the Retirement System will be assigned to lead and supervise clerical and administrative support staff. Supervision involves getting work done through others (i.e., the direction of subordinate employees in the performance of work) with accountability to agency management for the quantity and quality of the work done, and for assuring efficient and economical work operations. Supervisory functions include a range of duties and responsibilities for planning, organizing and reviewing work, and dealing effectively with employees and union representatives about employee-management concerns.

This leadership role requires strong knowledge of payroll processes, accounting support functions, and team management, with an emphasis on problem-solving, compliance, and maintaining effective operations in a collaborative environment.

Examples of Duties

  • Plan, schedule, and coordinate work operations.
  • Communicate agency policies and priorities throughout the organization.
  • Plan work to be accomplished by subordinates; set priorities and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees.
  • Direct and evaluate work performance of subordinates.
  • Solve problems related to the work supervised.
  • Give advice, counsel, or instructions to individual employees on both.
  • Interview candidates for positions in work unit and make recommendations for appointment, promotion, or reassignment involving such positions.
  • Hear and resolve complaints from employees and refer group grievances and the more serious complaints not resolved to higher level supervisors.
  • Recommend selections, promotions, status changes awards, separations, minor disciplinary measures such as warnings and reprimands.
  • Identify developmental and training needs of employees, provide or make provision for such development and training.
  • Plan and carry out the training and development of employees.
  • Perform special projects and other duties as assigned.
  • May require giving advice to management on, and participation in :
  • Program and production goals, priorities, and major work schedules
  • Long-range human capital requirements.

Minimum Qualifications

Qualifications (required) :

  • High school diploma or General Educational Development (GED) Certificate.
  • Minimum of four (4) years of experience in clerical and accounting support or a related field, which includes at least two (2) years processing payroll and one (1) year in a supervisory capacity leading teams, projects or other assignments that illustrate supervisory capabilities.

  • Knowledge of methods, procedures, and techniques to conduct difficult and responsible analyses and determinations within a payroll system.
  • Knowledge of validating transactions and performing research to resolve issues.
  • Knowledge of performing payroll adjustments.
  • Skilled in written and oral communication with a proven capacity to synthesize information in a clear, concise, and compelling manner.
  • Skilled in the use of personal computers, research and other functions in support of payroll operations.
  • Skilled in Microsoft Office programs and other office software packages.
  • Skilled in the use of Excel (e.g. Formulas, Pivot Tables, Vlookup, Hlookup, other functions, charts and tables) functionality to post data, analyze data and perform data analysis tasks.
  • Ability to investigate and resolve payroll-related issues.
  • Ability to interact effectively with senior leadership, subordinates, department personnel and others with tact and diplomacy.
  • Ability to demonstrate proficiency with integrated word processing and spreadsheet functions.
  • Ability to analyze and interpret fiscal, accounting and other data and reports.
  • Physical Demands

  • The employee generally remains in a stationary position for an extended period of time operating standard office equipment which may include computers, telephones, photocopiers, and fax machines.
  • The employee is expected to move about to accomplish tasks such as opening file cabinets and moving files.
  • Must be able to lift, push, pull, and carry up to 20 pounds.
  • Work Environment

  • Work is performed primarily in an office environment.
  • Some work requires travel to meetings, conferences, and other work sites with exposure to seasonal weather conditions.
  • Probationary Period :

  • Individuals appointed to a position in this class will be required to serve a probationary period of six months with the possibility of a six-month extension for a total of twelve months.
  • If promoted to a position in this class, an individual will be required to serve a probationary period of six months.
  • The performance will be carefully evaluated during the probationary period.
  • Continued employment in this class will be contingent upon the successful completion of the probationary period and meeting all of the performance expectation requirements.
