Payroll Lead
Our client, a local government entity, is seeking a highly skilled Payroll Lead to manage their payroll process. This role is crucial for ensuring the accurate, timely, and compliant payment of all employees.
Under the supervision of the Payroll Director, the Payroll Lead will handle full-cycle payroll, including checks, direct deposits, liability payments, and all required governmental reporting. A key aspect of this position is the necessity of handling highly confidential information related to employee actions, labor relations, and the financial impact of employment agreements. This role requires strong knowledge of payroll laws, accounting principles, and the ability to provide essential support to Human Resources and Business Services.
Main Responsibilities
Process and maintain confidential employee payroll information, including salary adjustments, leave documentation (FMLA / OFLA / PML), and personnel actions, ensuring adherence to District policies and labor agreements.
Manage and process comprehensive payroll data, including time sheets, benefits, withholding information, support orders, and garnishments, to authorize timely payment.
Advise administrators on the financial impact of proposed contract language and assist in preparing financial forecasts related to bargained language or staffing changes.
Reconcile various reports and account balances (e.g., payroll liabilities) for accurate fund distribution and for quarterly and annual reporting purposes.
Prepare and submit required reports, including quarterly and annual tax reporting to governmental agencies, workers' compensation reports, and reports for associations.
Monitor and maintain various payroll information, such as calendars, tax tables, pay rates, and leave records, to serve as an up-to-date reference and compliance audit trail.
Read, understand, and ensure strict compliance with employment agreements, Oregon labor laws, FMLA / OFLA requirements, and all other payroll-related regulations.
Provide confidential support to Human Resources and Business Services on sensitive personnel and financial matters.
Preferred Qualifications
High school diploma or equivalent is required; an Associate's Degree is preferred.
Three or more years of responsible payroll experience are required. Demonstrated expertise in the mechanics of payroll, including calculating complex pay scenarios (e.g., retro pay, proration, bonuses), tax withholding formulas, and garnishment compliance, rather than relying solely on automated system outputs.
Strong knowledge of accounting principles, payroll laws, codes, and regulations.
Demonstrated ability to maintain strict confidentiality and establish cooperative working relationships.
Excellent written and verbal communication skills

Salary : $60,000 - $77,000
