Management and Program Analyst - Senior - Transition and Economic Development

ProSidian Seeks a Management and Program Analyst - Senior - Transition and Economic Development headquartered near Northern Virginia, Washington, D.C., Maryland Area to support an engagement for Government - Federal (USA) Sector Clients.

This HR | Exempt position currently best aligns with the Senior Management and Program Analyst Labor Category and ideal candidates exhibit the ability to visualize, analyze, and convert data and experiences to meet performance challenges while confidently engaging in productive "Jugaad" and dialogue targeting mission success.

ProSidian Team Members work to provide a broad range of general management and business support services, including program and project management; governance and strategic integration; policy analysis; curriculum and training; and data analytics and evaluation for Veterans Benefits Administration, Transition, and Economic Development requirements. Work in this environment helps promote, advance, and instill a culture of civilian readiness for service members, Veterans, and their families by providing early access to VA benefits and resources as well as access to a network of partner organizations working together to accelerate their economic empowerment and well-being.

Management and Program Analyst - Senior - Transition and Economic Development Candidates shall work to support requirements for Technical General Support Services (GSSC) related to Environmental Consulting Services (NAICS: 541690), Scientific and Technical Consulting Services - Energy (NAICS: 541690), and Professional Scientific Technical Consulting Services (NAICS: 591690) and Performs tasks requiring delivery of analysis and advice for management regarding the evaluation of the effectiveness and efficiency of large scale programs and operations. Tasks may include conducting organization studies that specifically assess and analyze current organization states and management systems; performing gap analyses of differences between current and targeted states; documenting and delivering findings and recommendations; and conducting surveys, focus groups, and other accepted techniques for data collection in support of organization studies that specifically assess and analyze current organization states and management systems. Performs tasks requiring program planning, audits, and evaluations related to large scale programs. Tasks may include supporting program analysis, strategic planning, integrated master scheduling, event planning, Congressional Affairs, metrics, Financial Management Systems, and risk management. Performs tasks related to policy and regulation analysis and development related to a government agency. Tasks may include the analysis of specific issues, identification of alternatives, white paper development, development of policy review papers, development of policy directives and handbooks, and other analytical tasks focused on VA policy. Policy will be approved by Government employees.

Qualifications

The Management and Program Analyst - Senior - Transition and Economic Development shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. All employees, in the performance of their respective responsibilities, shall conduct themselves in the highest possible standards of ethical and business conduct. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

Minimum Education for The position as a Management and Program Analyst - Senior: BA/BS degree | Positions as Management and Program Analyst - Senior in this environment require 8 years Minimum Experience providing services and working in structured environs as a Management and Program Analyst specifically related to Transition and Economic Development and Strategic Support for Specialized areas such of Govt. Policy and operational programmatic efforts related to the transition of Service members from military service to civilian life. The client organization consistently evaluates pending and enacted legislative, policy, and leadership-directed program requirements against the existing organizational structure to consider any changes necessary to maintain an adaptable, efficient, and accountable organization structure. Therefore professional background and experience in this environment is important.

TRAVEL: Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION: Work shall be conducted at or in proximity to Northern Virginia, Washington, D.C., Maryland Area

  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
  • All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.

  • Business Tools understanding and proficiency with business tools and technology, including Microsoft Office. The ideal candidate is advanced with Excel, Access, Outlook, PowerPoint and Word, and proficient with Adobe Acrobat, data analytic tools, and Visio with the ability to quickly learn other tools as necessary.
