Duties Description The Office of Classification and Compensation administer a sound and responsive position classification and compensation plan that ensures fairness, equity, and sensitivity to market conditions; and helps the State attract and retain talent. As the Department carries out key initiatives to transform the way services are delivered to partner agencies and to the public, this position will play an important role in ensuring the success of these modernization efforts.
Reporting to a Human Resources Specialist 2 (Classification & Compensation), the Human Resources Specialist 1 (Classification & Compensation), or Trainee 1 / Trainee 2 will be involved with the organizational management activities of assigned State agencies. These activities frequently involve interactions with high level managers and executives from various State agencies, tours and workforce audits of State facilities and offices, and meetings with policymakers from the Division of the Budget, Office of Employee Relations, and Office of the State Comptroller on enterprise workforce management issues.
Assigned work will include but is not limited to the following:
• Position classification and reclassification.
• Title allocation and reallocation.
• Review and analysis of out-of-title work grievances.
• Drafting of classification standards.
• Analysis of salary differentials.
• Input on transfer and reemployment determinations.
• Involvement in special projects and studies.
Knowledge, skills, and abilities required to complete these activities include research and analysis, preparation and review of a wide variety of written materials, and the ability to discuss, present, and defend cases/recommendations with agency and supervisory staff, and Department of Civil Service management. Must have strong computing and oral/written communication skills.

Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):
Human Resources Specialist Trainee 1 Class & Comp
Four years of experience analyzing positions to ensure their proper classification and set appropriate allocation for jobs; and determining salary enhancements to facilitate recruitment and retention.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Human Resources Specialist Trainee 2 Class & Comp
Five years of experience analyzing positions to ensure their proper classification and set appropriate allocation for jobs; and determining salary enhancements to facilitate recruitment and retention.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Human Resources Specialist 1 Class & Comp
Six years of experience analyzing positions to ensure their proper classification and set appropriate allocation for jobs; and determining salary enhancements to facilitate recruitment and retention.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1 (Classification & Compensation), or Trainee 1 / Trainee 2; if less than one year, you must be currently reachable on the PATT or PCO eligible list for the Albany location if one exists.
COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer. Any active transition or promotion list(s) must be exhausted to appoint under the NY HELPS program.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 12. To be considered, you must provide a copy of your letter of eligibility with your response.
PREFERRED QUALIFICATIONS:
Experience in compensation or position classification preferred. Master’s degree in public administration, public policy, or political science desirable.
