Government Analyst II - 60037001

The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

The Office of Revenue Management is under the Assistant Secretary for Administration located at DCF Headquarters in Tallahassee, Florida. The Office of Revenue Management is responsible for the funding analysis of DCF's Approved Operating and Budget plan, maintaining official revenue cash sheets and schedules, verification of budget amendment funding impacts, and the funding and assessment of policy impacting funding issues related to the Department's Legislative Budget Requests, including the application of Federal and State cost allocation principles coupled with coordination and communication of Federal Grant and Federal contract requirements with the various program offices.

This is a professional position within DCF, Revenue Management's, Grant Finance Team. The Government Analyst II Cost Allocation Specialist is responsible for the development, documentation, and maintenance of the Department's Public Assistance Cost Allocation Plan (PACAP) and Indirect Cost Allocation Plan (ICAP). This position plays a key role in ensuring compliance with federal and state regulations, supporting budget development, and providing audit support. The incumbent collaborates with internal stakeholders to promote best practices in cost allocation and provides training and technical guidance to enhance agency-wide understanding and consistency.

The Department is looking for a flexible person open to tackling ever-changing challenges and learning a multitude of new skills. The incumbent will gather and analyze data, collaborate with program staff and DCF leadership to determine the best methods for identifying, prioritizing, and analyzing grant and financial effectiveness.

The incumbent must work collaboratively with other program areas and DCF staff and will be responsible for independent work products to support administrative, fiscal, and operational aspects of several grants. The selected candidate will be expected to function independently to perform complex tasks.

Develop, document, and maintain the Department's PACAP and ICAP in accordance with 2 CFR Part 200 (Uniform Guidance) and other applicable regulations.

Analyze financial and programmatic data to determine appropriate allocation bases and ensure accurate cost distribution across funding sources.

Collaborate with budget and program staff to support budget development and forecasting by providing cost allocation insights and historical data.

Provide audit support by preparing documentation, responding to inquiries, and working directly with internal and external auditors during reviews of cost allocation practices.

Serve as a subject matter expert by offering guidance on cost allocation best practices to internal stakeholders.

Design and maintain tools, templates, and procedures to improve the efficiency, accuracy, and transparency of cost allocation processes.

Train staff on cost allocation principles, documentation standards, and regulatory requirements to ensure consistency and build internal capacity.

Monitor changes in federal and state regulations that may impact cost allocation methodologies and recommend necessary updates.

Maintain organized, audit-ready documentation to support all cost allocation decisions and methodologies.

Participate in cross-functional workgroups and initiatives related to financial planning, budgeting, and resource optimization.

Candidate must be proficient using Microsoft Excel and Word. Candidate must possess the ability to use Microsoft Office Excel and Word while presenting (in person and on-line) financial information to DCF staff, leadership, and mutual stakeholders.

Experience in a government or human services agency. Familiarity with federal funding streams such as Title IV-E, TANF, or Medicaid. Experience developing or maintaining PACAPs or ICAPs. Knowledge of methods of data collection and analysis. Knowledge of basic management principles and practices. Experience supporting audits or working with auditors. Knowledge of the methods of data collection, analysis, and basic security. Skilled in Microsoft Office Suite, specifically proficient in Excel and Word. Ability to document workflow and other activities relating to the improvement of business processes. Ability to organize data into logical format for presentation in reports, documents, and other written materials. Ability to plan, organize and coordinate work assignments. Ability to conduct fact-finding research. Ability to utilize problem-solving techniques. Ability to work independently. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.
