Fleet Training & Development Manager, Training Officer (NCS) – Department of General Services | City of Baltimore

Summary
The Fleet Training & Development Manager is responsible for designing, implementing, and managing a comprehensive training program to support Baltimore City's fleet of over 5,000 vehicles and equipment across 27+ customer agencies. This role ensures that fleet technicians and agency operators receive high-quality, up-to-date training that improves efficiency, enhances safety, and reduces repair costs. The role collaborates with Original Equipment Manufacturers (OEMs), third-party vendors, and agency leadership; oversees the City's Fleet Academy; and fosters a culture of continuous learning and operational excellence.
Essential Functions
- Provide clear direction and leadership to Division Chiefs and managers with limited oversight from the Deputy Director; advise on high-level, complex, and sensitive issues.
- Develop and administer the agency training program and budget; forecast resources; create a fleet-wide training calendar and virtual training catalog; integrate new technologies and best practices (including EV, telematics, and diagnostics).
- Lead the Fleet Academy in partnership with the Deputy Chief of Support Services; coordinate with OEMs and vendors to deliver specialized, hands-on, and virtual training.
- Establish systems to assess training effectiveness using feedback, data analysis, and performance metrics; monitor improvements in repair quality, cost reductions, and uptime.
- Lead safety-focused training initiatives; deliver seminars, toolbox talks, and emergency response drills; maintain current knowledge of safety certifications and industry standards.
- Manage training budgets and resources; seek funding and explore cost-sharing opportunities with vendors and partner agencies.
- Stay informed on industry trends (e.g., EV adoption, VR / AR training); promote continuous improvement and modern training delivery methods.
- Collaborate with Agency leadership and other City divisions; participate in EOC during emergencies; represent the Agency on committees and projects as needed.
Minimum Qualifications
Education : Bachelor's degree from an accredited college or university.Experience : Two (2) years of experience in technical, administrative, professional, or project management work.Preferred Qualifications
Bachelor's degree in Business Administration, Public Administration, Management, or related field; four (4) years of experience in professional-level administrative, operations, or technical work; prior lead experience may be required.Knowledge, Skills, and Abilities
Develop and maintain a comprehensive training program and curriculum for fleet staff (technicians, mechanics, operators, managers).Collaborate with OEMs to create tailored training materials, workshops, and virtual sessions.Lead safety training initiatives and ensure regulatory compliance.Design and implement systems to track and evaluate training effectiveness using data and metrics.Update training content for emerging technologies and industry practices; promote continuous improvement.Manage training budgets and resources efficiently; advocate for training needs across City departments.Serve as a subject matter expert on fleet training; use data analytics to inform adjustments; public speaking and presentations.Ability to incorporate modern training techniques (e.g., VR / AR) and to work with multiple stakeholders (OEMs, vendors, City agencies).Additional Information
