Overview

The Iowa Judicial Branch (IJB), in Des Moines, Iowa, is seeking a Human Resources Business Partner to serve as a Staffing Partner and lead and administer the hiring and employment operations throughout IJB. This position will be responsible for collaborating with managers for all hiring activities.

Responsibilities

• review, update, and implement hiring policies, processes, analysis, and employment best practices and improvements.
• partner with managers to discuss position requirements and culture impacts.
• interpret the position needs into effective and accurate job postings.
• work with managers to develop and review job postings, selection matrices, and interview questions.

The successful candidate will have a thorough understanding of human resources laws and best practices. The successful candidate will have critical thinking skills, problem-solving skills, and strong communication skills to assist managers throughout hiring activities.

Salary and Benefits

The pay range for this position is $58,219.20 - $92,040.00 annually. This is an FLSA-exempt position. The starting salary for new state employees is expected to be at the base of the pay range. Adjustments may be made if the successful candidate has relevant experience.

Summary

Examples Of Duties And Responsibilities

Work closely with leaders to better understand the needs of the Iowa Judicial Branch. Provide guidance and insights on Human Resources (HR) topics to advance decision-making. Remain current and enforce federal, state, and local employment laws. Align HR best practices with business strategies and culture initiatives. Organize regular meetings with managers and provide HR advice on policies and best practices for employment and hiring practices. Advise on position management, onboarding, and retention strategies and best practices. Navigate career growth, identify critical positions, and succession planning. Develop and present training and orientation. Monitor HR metrics. Use data to identify areas for improvement and inform HR strategies. Other duties as assigned.

Knowledge, Skills, And Abilities

Knowledge of human resources laws, regulations, best practices, and an understanding of collective bargaining. Ability to assist management through the exercise of sound judgment and discretion in analyzing problems and recommending appropriate action using a consultative approach. Excellent verbal and written communication skills and presentation skills. Organization and time management skills. Problem-solving skills. Attention to detail. Ability to secure confidential information. Ability to conform to shifting priorities, demands, and timelines.

Minimum Qualifications

Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.
