Job Description

This position is remote but requires in home visits across the respective region. Travel may vary, and the region covers Nebraska, Kansas, Iowa & Missouri.

Position Title : PRS Caseworker Supervisor I and II

Reporting Relationship : Regional Supervisor / Lead Case Manager

Position Summary

Under a grant from the Office of Refugee Resettlement (ORR) the Post Release Services (PRS) Caseworker Supervisor supervises the case management team responsible for providing Level One (1) and Level Two (2) post release services.

PRS includes assessment, planning, facilitation, care coordination, evaluation, and advocacy for options and services.

RESPONSIBILITIES

  • Perform all work in a manner consistent with the National Youth Advocate Program’s Mission, Values and Philosophies.
  • Responsible for ensuring staff compliance with ORR’s with ORR’s HS / PRS services provision including assignment of HS / PRS referrals and direct case assignments, coverage of Level One (1) and Level Two (2) PRS and advise on the services provided under Level Three (3) PRS, assist in the safe deployment of staff to designated areas within the region, ensure staff service engagement within ORR’s designated timeframes, ensuring the completion of UC Portal and Evolv uploads in accordance with NYAP / ORR Policies and Procedures, support hiring and training new case managers / case workers to properly ensure delivery of services, and supervising the work of direct staff, case workers / case managers.
  • Responsible for direct supervision of staff including Case Workers I, PRS CM IIs and HS Case Workers in the effective provision of Level I and II post release services per ORR’s Policy requirements and in accordance with ORR’s Cooperative Agreement.
  • Adhering to ORR Policy and Cooperative Agreement requirements to provide PRS Level I and II services including providing logistical support for the completion of PRS Level 1, conducting virtual check-ins with the released child to confirm the child is residing with their sponsor, enrolled in school, aware of upcoming court dates, and is healthy, safe, and well.
  • Ensuring that direct staff check the safety and well-being of the children and refer for community-based services to assess needs and elevate to a higher level of PRS, if necessary.
  • Provide oversight, guidance and support to PRS Level 2 case managers to conduct an initial in-home assessment, create safety plans, develop strengths-based plans with children and their sponsors, and refer and connect children to community-based services.
  • Ensure excellence in HS / PRS documentation and Program compliance.
  • Actively assist in establishing working relationships with community-based organizations responsible for social services in their proposed area of operations.
  • Assist in or provide logistical support for the safe deployment of staff within designated regions.
  • Provide and foster amongst PRS Case Managers, PRS Case Workers and HS Caseworkers a coordinated case management approach that adopts a collaborative process of assessment, planning, facilitation, care coordination, evaluation, and advocacy for options and services to meet the unaccompanied child and the sponsor's presenting needs.
  • Ensure proper reporting and elevation to ORR of timely notifications of concern and reporting to other stakeholders per state and ORR guidelines.
  • Provide and ensure effective communication by staff with care providers, and ORR stakeholders.
  • Act as Subject Matter Expert (SME) in ORR Policy and Procedures, Flores Agreement as well as other applicable, and pertinent regulations and laws including the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008
  • Ensure protection of Personal Identifiable Information (PII) and adhering to confidentiality of information and HIPAA regulations per ORR Policy requirements.
  • Establish a respectful, supportive workplace environment that promotes NYAP’s values of caring for people, connecting communities and promoting peace while ensuring staff accountability and compliance.
  • Elevates any issues or concerns to NYAP leadership and ORR.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Applicants must be at least 21 years old.
  • Master’s degree in the behavioral sciences, human services or social services fields; or a bachelor’s degree with at least 3 years of progressive employment experience that demonstrates supervisory and case management experience.
  • Knowledge of local community social services and should have specialized experience conducting home studies and working with immigrant populations.
  • Knowledgeable about family preservation, kinship care, and / or general child welfare.
  • Prior experience with ORR HS / PRS preferred.
  • Highly proficient in Spanish or have access to qualified interpreters.
  • Proficient in using the internet and related computer programs including ORR’s Official System of Record (also known as the UC Portal).
  • Pass a criminal history screen, including state and local child protection agency registries, and C / ANs check.
  • Active motor vehicle license, reliable automobile, a good driving record, and 100 / 300 insurance coverage.
  • Willingness to work flexible and non-traditional hours in the service of persons served.
  • Candidates are required to have a reliable means of transportation and be available to travel up to 50% of the time.

PHYSICAL DEMANDS

  • Use of manual dexterity, tactile, visual, and audio acuity
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Quantitative / mathematical ability (addition, subtraction, multiplication, division, standard measurements).
