Position Summary
The Federal Contract Manager provides oversight and direction for Federal and Commercial projects. The Contract Manager develops, coordinates, negotiates, reviews, and administers both customer and vendor contracts of the Company, including maintenance and upkeep of the contracts database and related systems. The position supports all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure.
Essential Responsibilities
- Review contracts for deviations from company-standard terms and conditions, providing edits and substitutionary language as part of negotiations with customers and vendors.
- Review contracts from a legal and business perspective to protect company interests, while working closely with Legal, Sales, and Procurement to ensure prompt and accurate responses.
- Maintain a database / system of executed contracts.
- Review, negotiate, manage, and draft a variety of federal subcontracts and contracts, ensuring compliance with FAR, DFARS, and other applicable regulations.
- Identify contract requirements and deliverables.
- Maintain and update knowledge of FAR, DFARS, company policies, and industry best practices.
- Perform risk assessments and advise on contractual obligations, ensuring mitigation strategies are in place.
- Support internal and external audits related to contract compliance and resolve any findings.
- Collaborate across all departments and employee levels to resolve contract issues and support program success.
- Develop and deliver training on contracts compliance and FAR / DFARS regulations to internal teams as needed.
- Maintain and recommend strategies for organizing contract documentation.
- Working with assigned bid teams to analyze the contractual terms and conditions proposed by Customers, assuring accuracy and appropriateness of contract texts and schedules, ensuring that proposals are aligned to company's policies and procedures.
- Ensure each government bid, contract, and project has the necessary documents in place for future audit readiness.
- Develop SOP's (Standard Operating Procedures) for essential government clauses and requirements to ensure Powell is, and remains, compliant.
- Assist in and the ongoing implementation and improvement of our contracts management system.
- In coordination with Corporate Contract Management, participates in the development and implementation of procedures for contract management and administration as well as tools to enhance the process, workflow, throughput, document retention, and sharing of best practices.
- Effectively work within a multi-organizational / divisional project environment.
- Control, monitor, and supervise project information safeguards with respect to project classification under CUI / Secret / Top Secret.
Minimum Qualifications
Bachelor's degree in business, engineering, or other related fields from an accredited institution.Advanced knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and other government regulations from a government contracting perspective.Must be organized and detail-oriented, demonstrate strong time management and critical thinking skills, and be able to coordinate and prioritize multiple projects with limited supervision.Excellent interpersonal, written, and oral communication skills, with the ability to relay policy information in understandable formats to all employee levels. Must be able to drive meetings and appropriately describe contract risks and benefits.Must have or be able to obtain a U.S. Department of Defense (DoD) Secret security clearance.National Contract Management Association (NCMA) Certified Federal Contracts Manager (CFCM) designation highly preferred.Skills, Abilities & Other Requirements

The employee typically performs duties in a normal office environment. There may be some work in a manufacturing environment and exposure to the elements of our factory. Additionally, there may be some work performed in the field with exposure to construction sites or active customer facilities.
