Operations Manager (Infrastructure)

Under the general direction of the Public Services Assistant Director, the Operations Manager (Infrastructure) supervises Streets, Wastewater, Stormwater, and Reclaimed Water Division personnel. The position develops the scope of work for contract support and the purchasing of supplies and materials in accordance with the City Purchasing Policy. The Operations Manager also oversees bid and purchasing processes and manages contractor performance.

This is professional work of a difficult and highly responsible nature in the administration and direction of the Public Services Department day-to-day operations. Work involves appropriate personnel management practices, the application of sound management and administrative principles and practices, and a high level of technical knowledge and skill to direct a wide variety of public infrastructure maintenance operations. Work is performed in accordance with established policies and procedures; however, the Operations Manager has wide latitude for independent decision making and judgment in how work goals and objectives are achieved.

Responsibilities include :

• Exercises leadership with positive guidance and motivation. Applies sound personnel management practices in accordance with the City Personnel Policy for time and attendance, payroll, time off, hiring, training, certification maintenance, promotions, performance evaluations, and discipline.
• Manages daily operations to maintain, streets, alleys, signage, sidewalks.
• Manages daily operations for utility services, including the City-owned wastewater collection system, stormwater collection system, and reclaimed water distribution system. Coordinates with other utilities (streets, stormwater, potable water, electric, and cable) as needed.
• Ensures a high level of customer service by prioritizing and responding to work order requests from the public and other city departments. Schedules staff and resources to complete tasks, follows up to confirm completion and satisfaction, investigates complaints, and responds to emergencies after hours as required.
• Administers city contracts and agreements for daily operations, including, but limited to, street sweeping, solid waste collection, and reclaimed water repairs.
• Determines cost-effectiveness of contracted work; prepares contracts and purchases for vendors and coordinates services.
• Utilizes work order software to plan, prioritize, and track daily workflow; uses collected data to effectively manage resources and improve operational efficiency.
• Approves daily operating expenditures, tracks operating costs using financial software, generates purchase orders, and ensures adherence to the City's Purchasing Manual.
• Continuously evaluates performance and productivity; identifies new and innovative ways to improve through personnel management, workflow optimization, emerging technology, and equipment enhancements.
• Oversees smaller in-house projects and provides input on major construction projects involving infrastructure.
• Coordinates and provides staff and resources for special events; serves as liaison for external partners such as Southwest Little League, Pinellas County, PSTA, FDEP, and FDOT.
• Serves on committees as assigned, such as the Solid Waste Technical Management Committee (TMC), and Pinellas Partners in Recycling Committee (PPR).
• Prepares for Emergency Operations and performs related tasks as required or assigned
• Performs related duties as required or assigned.
