Job Description

Applicants must be permanent in the Administrative Director of Social Service Civil Service Title or be permanent in a comparable title eligible for 6.1.9 Title Change. Special Services consists of social services programs within the Human Resources Administration (HRA) that provide an array of critical services to vulnerable populations in New York City. The Special Services portfolio consists of the following program areas : Adult Protective Services (APS), Customized Assistance Services (CAS), Domestic Violence Services (DVS), HIV / AIDS Services Administration (HASA), Home Care Services Program (HCSP), and the Medical Assistance Program (otherwise known as Medicaid). Under executive management of the Chief Special Services Officer, with broad latitude for independent judgement and action, carries out the responsibility for making management improvements to Special Services programs. As Executive Deputy Commissioner, exercises authority, makes executive level decisions, with and without review of the Chief, in critical matters / situations and in the implementation of initiatives. Serves as Executive Deputy Commissioner with direct oversight and supervision of two program areas and has senior administrative oversight of finance, procurement, and contract management activities for Special Services programs, Covers as administrative oversight for all Special Services program areas in the absence of the Chief Special Services Officer. Special Services is recruiting for one (1) Administrative Director of Social Services, M-VI to function as Executive Deputy Commissioner, who will be :

  • Direct administrative responsibility for two program areas, Customized Assistance Services and Domestic Violence Services.
  • Provide senior administrative oversight and on behalf of the Chief collaborates with and assists in guiding the Deputy Commissioners heading the program areas within Special Services, and other appropriate HRA leadership, on critical finance, procurement, and contract management activities that are central to improving the quality of life of individuals to whom these programs are tailored while ensuring adherence to federal, state and local mandates.
  • Develop and implement program policies and procedures with the highest quality for standards of practice as these pertain to program areas under the administration of the Chief Special Services Officer.
  • Advises on the development of a stronger integration of citywide and agency wide services.
  • Assess current operations, program services and governing rules and regulations to recommend new initiatives and outreach services that address the needs of special and disability populations.
  • Make policy decisions in collaboration with the Chief Special Services Officer / relevant Deputy Commissioner(s) that will affect programs, affecting service delivery within any functional area under the auspices of Special Services.
  • Represent the areas under the umbrella of the Chief Special Services Officer by interacting with non-governmental organizations to improve current services and identify new resources to meet current, new, and / or changing needs.
  • Explores innovative and / or non-traditional solutions to problems that affect the target population that these programs were established to serve.
  • Participate in, and in the Chief's absence, represents the Chief of Special Services Officer in regular meetings with HRA leadership, such as with the HRA Administrator, the Commissioner, as well as leaders of City and State partner agencies in the formulation of long and short-range plans with respect to policy formulation / implementation issues.
  • Research and keeps abreast of current practices, programs and legislative enactments on special population issues; disseminates new information, best practices and funding opportunities to the Chief Special Services Officer.
  • Mobilize resources to respond to emergency / crisis situations, as these pertain to any of the program areas under the Special Services umbrella or any constituent internal / external related functional area / component, to ensure preparedness and competence in defusing and treating the clients and / or staff engulfed in these situations.

Salary Range : $118,744- $218,000

Work Location : 4 World Trade Ctr, NY

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or 2. Education and / or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows : (A) A master's degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and / or urban studies may substitute for two years of experience; and / or (B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in "2(A)" above for each year of experience up to a maximum of three years; or (C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience. However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
