This is a technical and analytical position, providing business process review, coordination and information system report generation, and quality control. This position acts as a subject matter expert in software systems such as, Geographic Information System (GIS), asset management, work orders, service requests, and will coordinate improvements and database management in coordination with Information Technology (IT). Creates and maintains systems and tools to increase productivity and improve data integrity. Works with outside vendors and contractors to provide information and GIS data as needed. Provides support to the Public Works and Development (PWD) department to collect and analyze data for the preparation and cartographic presentation of special projects using database, image, and GIS Mapping applications. Proficient in the use of ESRI products, MapObjects, Oracle Spatial tools, ESRI-SDE, GIS-centric documentation platforms, and GIS-based cartography. Under general direction, develops, administers, and coordinates assets maintenance programs such as Cartegraph OMS and/or Accela. Duties
- Creates, maintains, and updates parcel databases using GIS and AutoCAD.
- Creates and maintains GIS data, provide technical GIS training and assistance to management of county assets, manages GIS projects and provides GIS applications and maps for PWD and other County departments.
- Assists in the development of improved processes to better manage the maintenance and updating of GIS and database data.
- Participates in project teams consisting of Information Technology (IT), department managers and vendor representatives in the planning, troubleshooting and implementation of GIS and database upgrades.
- Uses computer programs to access, update, and prepare reports and forms.
- Performs CAD and GIS mapping software programming and data conversion.
- Assists in field survey work and field data collection for various County assets.
- Extracts data from GIS software and uses varying analysis methods to arrive at results. Recommends appropriate action and strategies in response to GIS analysis.
- Prepares and maintains accurate and complete project documentation.
- Prepares maps and data records as necessary for quality assurance procedures or in response to internal and external customer service data.
- Creates and maintains web pages, maps, Goforms, and Adobe Acrobat documents for R&B.
- Maintains Road and Bridge’s asset management system which includes network definition, asset maintenance history, asset conditions to include but not limited to inspections, data entry, data collection, and recording, and analysis of maintenance needs to include asset management mapping through GIS or other means.
- Oversees the collection and maintenance of the condition data associated with the County’s network and project level pavement defect GIS layer.
- Creates asset data attributes and symbology, trains field staff in asset data collection, oversees daily collected data, maintains data sync with asset management software and work order software, performs analysis on data uploaded into software, creates asset maintenance programs related to data, and communicates programs to supervisors and field staff.
- Assists Infrastructure Manager in performing analyses on asset condition data and evaluating trends in this data to determine asset maintenance policies. Helps produce performance measure reports with completed analyses.
- Develops data verification methods and establishes business standards. Performs periodic quality assurance and quality control (QA/QC) of associated data. Reports and documents any anomalies and works to resolve the like.
- Serves as a technical liaison on software design requirements, application and system installation and implementation and system scope and design objectives. Makes recommendations and assists in selecting new and modified systems and programs to ensure software information systems meet client specifications and needs, standards and guidelines and efficiency requirements.
- Works a rotating On-Call schedule for after-hours 811 locates requests.
Skills, Abilities and Competencies:
- Knowledge of Geographic Information Systems (GIS), map use, and data collection methods.
- Knowledge of AutoCAD and ability to use AutoCAD to complete coordinate geometry calculations and perform data computations in trigonometry and geometry.
- Ability to read and interpret maps, land descriptions, plans, survey records, and aerial photos.
- Ability to use personal computers and software applications to update databases and generate various reports.
- Knowledge and understanding of GIS and GIS applications, Image and CAD software, PC and network operations.
- Ability to learn and utilize Accela and Cartegraph modules and service interfaces.
- Ability to communicate effectively both orally and in writing.
- Ability to perform asset data collection in the field.

Education and Experience:
- Bachelor’s degree in Geography, Land Use, GIS, GPS, Land Surveying, or related field is required with coursework in GIS, Database Design, and Computer Programming.
- Minimum of three (3) years of relevant experience
- Any equivalent combination of education and work experience that satisfy the requirements of the job may be considered.
Preferred Education and Experience:
- Geographic Information Systems Professional certification

Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR), background check, and physical capabilities examination.
- Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
WORK ENVIRONMENT:
- Work is split between an office environment with 75% confined to a standard office environment and 25% in the field, primarily collecting asset data.
- Will require travel to various locations within the county.
- May be exposed to varying weather conditions, loud noises, and dust.
- This position is required to work on a rotating on-call basis for emergency 811 locate requests.
