The Opportunity

Abt Global seeks a Medicaid researcher (Associate) to play a leadership role in our work with the Centers for Medicare and Medicaid Services (CMS).

As a member of the Research, Monitoring, and Evaluation Capability team, you will lead work in the health care portfolio, including business development efforts.

The successful candidate will have extensive experience in Medicaid program operations, data, and policies. You will design and lead research projects and tasks to inform program and policy refinements, evaluate effectiveness of new payment and delivery models on the Medicaid population, and / or understand the interaction between Medicaid and Medicare coverage, access, and payment policies.

Core Responsibilities

  • Serve in leadership roles on CMS-funded projects (including associated teams and budgets) to research Medicaid program and policy refinements, evaluate effectiveness of new payment and delivery models on the Medicaid population and / or providers that predominantly serve Medicaid patients, and / or understand the interaction between Medicaid and Medicare coverage, access, and payment policies.
  • Work with technical programming staff to design and implement analyses using Medicaid claims and administrative data to meet project needs.
  • Lead the adaptation or development of Medicaid and CHIP quality measures to be used to inform refinements to Medicaid program and / or understand the impacts of new or revised payment or care delivery policies on Medicaid patients and providers.
  • Lead or contribute content for technical documentation for model participants or reports summarizing findings from evaluation analyses.
  • Contribute subject matter expertise to support health care projects and business development efforts.
  • Lead the technical writing for project deliverables and proposals.
  • Delegate the work of translating client needs and / or objectives into specific deliverables in a timely and cost-efficient manner, and review deliverables to meet client standards.
  • Review, analyze, and synthesize information using appropriate practices and techniques and ensure that projects are conducted with sound practices and techniques.
  • Manage project teams and work collaboratively as part of a team by communicating respectfully, meeting deadlines, and exercising initiative to resolve complex challenges.
  • Represent Abt in a professional manner and effectively communicate with clients, external partners, and the public.
  • Develop and disseminate project deliverables and other products to share project findings through papers, technical reports, client briefings, presentations, blog posts, podcasts, videos and / or social media.
  • Collaborate with external partners to develop and implement quality improvement strategies and / or provide technical support to participants in CMMI models.
  • Cultivate and maintain excellent business development relationships with clients and external partners.
  • Lead business development activities including proposal writing and development.

What We Value

  • Expertise with federal and state Medicaid policies, programs, waiver authorities, and administrative data.
  • Experience with using Medicaid claims and administrative data to design and implement research studies related to alternative approaches for care delivery and payment for Medicaid patients.
  • Demonstrated ability to lead and write technical proposals for CMS opportunities related to Medicaid policy, payment, and / or analytics.
  • Excellent communication skills, both verbal and written, to deliver clear and concise messages to project team and to client.
  • Demonstrated ability to lead activities, manage tasks through the project lifecycle, and coordinate the work of multidisciplinary teams to deliver high-quality work on time and budget.
  • Strong analytic skills including writing technical specifications and reviewing analytic output.
  • A record of publications, presentations, and / or other knowledge-dissemination activities preferred.
  • Aptitude and interest in mentoring early career staff and managing multidisciplinary teams.

  • Demonstrated experience translating research and making it accessible to practice, policy, and / or government audiences.
  • Demonstrated success with business development and proposal writing.
  • A well-rounded interpersonal skill set with a demonstrated ability to build relationships with clients, funders, and health policy leaders, and to work effectively in a team environment.
  • Associate Level : Master’s degree + 7 years of relevant experience or PhD + 4 years of relevant experience
  • Economics Associate Level : PhD in Economics + 4 years of relevant experience

This position offers an anticipated annual base salary range of approximately $105,000 to $168,000 for an Economics Associate, $91,000 to $146,000 for an Associate and may vary by ten percent depending on candidate geographic location.

Salary offers are made based on internal equity and market analysis.
