Chief Medical Officer – Westchester Medical Center Health Network
Job Summary
Reports to : Chief Clinical Officer. The Chief Medical Officer is responsible for the overall delivery of high‑quality medical care consistent with the mission and vision of Westchester Medical Center. The CMO ensures the Medical Center’s success in maintaining and improving all aspects of clinical quality and overall performance improvement activities. Works in collaboration with the Chief Clinical Officer, President of the Medical Staff, and the senior leadership team to manage key clinical quality and strategic measures to ensure the highest quality of care, patient safety, and maintain evidence‑based medical standards. Serves also as the administrative liaison to the Medical Staff through the Directors of Service and acts as the medical liaison between Medical Staff, Hospital Board and New York Medical College to ensure compliance with regulatory requirements.
Responsibilities
Establishes medical standards for the Medical Center to ensure compliance with regulatory requirements; advises hospital leadership on issues of hospital policy and practices as they relate to medical practice and clinical standards; advises medical staff regarding new Medical Center bylaws or amendments, rules, regulations, policies and procedures, and provides guidance for implementation and compliance in the designated clinical service; oversees the credentialing and selection process of interns, residents, fellows and house staff assigned to various clinical services in association with the DIO of NYMC; reviews utilization of hospital clinical resources and provides guidance when corrective action is necessary to improve or expand patient services; works with the leadership team to improve inpatient efficiencies and patient throughput; conducts investigations on reported violations of medical standards and assists in investigations of mortality / morbidity cases; provides leadership and expertise for hospital quality and clinical effectiveness; evaluates and optimizes the care management approach, process for disease management, patient satisfaction, patient safety and develops processes to assure appropriateness of care including length of stay and resource utilization; establishes an environment of quality and cost improvement that is data driven and develops systems to review utilization of resources and measure outcomes of care; monitors physician data and presents analysis and interpretation of trends to physicians and hospital committees; assures that quality management programs are carried out in all clinical areas; develops a performance database incorporating JCAHO and other key quality indicators; provides direction and assistance to clinical departments and hospital administration in evaluating new programs and technology; helps lead innovation efforts at the medical center; utilizes a clinical decision support system to access utilization, quality and cost data; provides strategic leadership by focusing on strategies that result in excellent short and long‑term performance in clinical, service and financial outcomes; oversees, directs and supports medical management decisions that maximize benefits for patients while supporting hospital‑wide objectives; addresses financial issues between the Medical Center and the Medical Staff to benefit both groups while minimizing financial impact; provides advice to the Executive Team on physician, staff and patient issues; assists the Directors of Service and other medical staff leaders in carrying out their responsibilities; establishes and maintains an ongoing program to orient and develop management expertise for the Directors of Service and Chiefs, members of the Medical Executive Committee and other medical staff leaders; collaborates with Nursing and other clinical services to achieve effective managed care processes while maintaining quality standards; provides oversight to the Medical Staff office to ensure the process of appointment and reappointment is consistent with all regulatory and accreditation standards and medical by‑laws; ensures medical staff development plans and programs are implemented and maintained as required by policy and accreditation standards; functions as a liaison between members of the Medical Staff and Administration in order to facilitate collaboration and resolution of issues within the organization; serves as a liaison with external regulatory agencies and participates in accreditation and certification programs to enhance the standards of performance at the Medical Center; works with leadership team to support clinical documentation integrity and utilization management at the Medical Center.
