Description

The City of Richmond Office of the Council Chief of Staff is currently seeking highly qualified candidates to fill the position of Senior Budget Manager.

The successful candidate must be self-starter, an exceptional communicator, and most importantly, have a highly collaborative influence.

Exceptional interpersonal skills will be essential to the success of this role. The most significant responsibilities in this job includes providing senior-level, professional staff support and analysis to the City Council and the Chief of Staff regarding policy and budgetary issues.

Additionally, the selected candidate will be responsible for leading a team of budget analysts in performing advanced-level duties in the preparation, analysis, and delivery of budgetary documents and fiscal reports and making appropriate recommendations.

This position reports to the Deputy Council Chief of Staff.

This position is unclassified. Therefore, the incumbent will serve at the will of the

Appointing Authority.

Duties include but are not limited to

  • Providing senior leadership to a team of Council Budget Analysts, including advanced subject matter expertise, team communication and coordination, professional development and guidance, and motivation to achieve the goals and objectives of City Council
  • Researching and identifying budget and policy issues to prepare narrative summaries and analysis of legislation and budget proposals for Council action
  • Conducting budget review, interpreting the budget with recommendations to Council to ensure a balanced budget
  • Presenting budget analyses and recommendations, to Council and Council Chief of Staff
  • Collaborating and liaising with City of Richmond administration with the creation of budget and development of the budget preparation manual, related policies and procedures, and other related budgetary documents
  • Assisting the Deputy Council Chief of Staff with conducting various surveys, research, data analyses, cost benefit analyses, and expenditure and revenue forecasting
  • Actively keeping apprised of current budget trends, developments, codes, and statutes
  • Determining operational feasibility and accuracy of various programs brought to the Council
  • Monitoring, assessing, and reporting on business processes and budgetary activities, including developing, recommending, and implementing plans and programs for improvement of performance, quality, compliance, or efficiency of operations and services
  • Acting as a subject matter expert exercising considerable initiative and independent judgment in identifying and resolving budgetary, fiscal and performance management issues
  • Serving as a staff liaison to a variety of boards and commissions
  • Assisting or leading in preparation for budget work sessions and special work sessions as called by City Council during the year;

and attends applicable meetings when necessary

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE :

  • Bachelor's degree in public administration, business administration or field directly related to assignment
  • A Master's degree in a field directly related to assignment is preferred
  • Seven (7) years of progressively responsible related experience that includes significant management and supervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Preferred Qualifications :

  • Master’s degree in accounting, public administration, economics, or a related field
  • Experience leading and managing the day-to-day duties and responsibilities of other staff
  • Ability to use data visualization to simplify and communicate complex information

KNOWLEDGE, SKILLS, AND ABILITIES :

TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES : These are a representative sample; position assignments may vary.

Knowledge, Skills & Abilities or some combination of the following :

  • Knowledge of agencies, support staff, companies, products, and requirements in area of focus
  • Knowledge of federal, state, and local laws and procedures related to areas of focus
  • Considerable knowledge of computer programs including Microsoft Office Suite and electronic databases and related software applications in area of focus.

Advanced knowledge and experience with Oracle, Microsoft Power BI, Microsoft Access, and Microsoft Excel or other spreadsheet software preferred

  • Strong oral and written communications skills
  • Knowledge of ordinances, government regulations, agency rules, and the legislative process
  • Considerable knowledge of principles for providing customer service, including meeting quality standard for services and customer satisfaction
  • Strong research practices and procedures. Vast experience analyzing and aggregating data for complex issues and analyzing;

interpreting manuals and operating procedures

  • Ability to perform various administrative and clerical procedures such as managing files and records, designing forms, and other office procedures and terminology
  • Strong ability to analyze information, make decisions, manage multiple priorities and deadline. Considerable ability to work cohesively with a team
  • Preferred : Knowledge of organizational principles related to leadership, strategic planning, performance measurement, effective communication strategies, and staff training and development
  • Preferred : Ability to use data visualization to simplify and communicate complex information
  • Preferred : Knowledge with Microsoft SharePoint or other similar collaboration software
  • Preferred : Knowledge and ability to use project management software
