Under the general direction of the Ombudsperson or SSM II, the Staff Services Manager I Specialist will serve in a non-supervisory, highly skilled and independent staff services specialist responsible for the management of the most complex, sensitive, and highly visible complaint investigations.

The position acts as the Ombudsperson's principal staff representative with public constituents and regularly interacts with high-level executives, OYCR staff, Chief Probation Officers, law enforcement personnel, attorneys, and external stakeholders.

The SSMI Specialist has substantial responsibility for exercising independent judgement in the day-to-day management of a caseload and handling of investigating complex constituent complaints.

The SSMI Specialist manages regional efforts aimed at providing trainings and disseminating information on the personal rights of youth in juvenile justice facilities and the role of the Ombudsperson.

Telework / Remote Work Information : This position has been designated as eligible for telework. The position may require in-person attendance when requested.

Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life.

More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities.

Mission of Organizational Unit . The Division of the Ombudsperson supports the OYCR in the implementation of Senate Bill 823, Chapter 337, and Statutes of 2020, which promotes evidencebased trauma responsive, culturally respectful, and gender specific services for youth involved in the juvenile justice system.

These services are designed to support the youths' successful transition into adulthood and help them fulfill their goals and achieve their potential as responsible, thriving, and engaged members of their communities.

Special Requirements

All applicants are required to submit a Statement of Qualifications (SOQ) which consists of a two to three page narrative, no more than a 12 Pt font, discussion of how the candidate's education, training, experience, and skills meet the minimum and desirable qualifications.

1. This position requires knowledge of the juvenile justice system. Describe how your knowledge training, experience, and skills prepares you to do this type of work.

2. Describe your experience working with historically marginalized or underrepresented communities and how you would effectively and respectfully work with others with varying beliefs, behaviors, and backgrounds.

3. Describe your experience related to researching and analyzing data, policies, and laws to provide technical assistance and determine the impact to programs and stakeholders.

Additionally, your experience in producing written documents, reports, or investigations that could be under intense scrutiny, i.

e., court filings, training documents, etc.

4. Describe your experience working and interfacing on difficult issues with the different actors in the criminal / juvenile justice system.

Including but not limited to Law Enforcement, Advocates, Government

officials, CBOs, and the community.

5. Describe your experience in conducting interviews with young people in custody or otherwise around sensitive and traumatic subject matter.

This position is subject to fingerprinting clearance by the Department of Justice.

1. Lived experience in the juvenile or criminal justice system.

2. Specific background and experience working with the juvenile / criminal justice system population.

3. Knowledge of evidence-based practice for trauma informed care, and culturally responsive for youth in the justice system.

4. Knowledge of Welfare and Institutions Code, Penal Codes, and other regulations or codes related to the role of Ombudsperson.

5. Interviewing and investigative writing experience.
