Overview :

TRC is seeking multiple Assisting Project Managers to join our team in Districts 2, 3, 10, and 6. These Assistant Project Managers will be required to report 1-2 days in the office at their respective offices according to their district : Redding, Marysville, Stockton, and Fresno.

The remaining days will be a hybrid work from home schedule.

Under the general direction of the Senior Transportation Engineer of Project Management Support Unit (PMSU), the Assistant Project Manager (APM) will assist Project Manager or act on behalf of Project Manager in preparation of work-plans, preparation of Cooperative Agreements, Project Change Requests (PCR) and coordination of all work activities, including reviewing Project Initiation Reports, Project Reports (PR), and permits.

The APM acts as an expert in Project Resource and Schedule Management (PRSM) and in the use of the Caltrans Work Breakdown Structure (WBS).

Incumbent is expected to perform complex technical analytical assignments and work with a high degree of initiative and motivation and maintain cooperative working relationships with both internal and external stakeholders.

Incumbent works independently with a high level of responsibility to ensure on time and within budget project delivery.

Responsibilities :

  • Uses engineering judgment to develop, modify and maintain Project Work Plans utilizing PRSM, Open Work Bench (OWB), and other project management computer applications to track the life cycle of a project and generate the workload needs of the department.
  • Produces resource, task assignment, expenditure, and status reports required to monitor the project cost, scope and schedule by utilizing PRSM, Excel, and Account Management System (AMS) Advantage reporting tools.
  • Analyzes and forecasts project data obtained using Earned Value Management (EVM) and information sharing with others, with consideration for programming constraints and business practices.
  • Solicits and monitors the opening and closing of project phases, project expenditures, and phase component costs.
  • Monitors appropriate time charging of staff work to maintain project integrity.
  • Monitors PRSM to prevent possible resource problems, functional workload peaks, cost overruns, or other conditions which may impact project delivery.
  • Reviews project data to ensure alignment with programmed budgets and available funding.
  • Facilitates corrective actions by functional units responsible for data integrity.
  • Monitors project work-plan against baselines and if a change is appropriate, prepares documentation such as a project change request (PCR) and ensures compliance with other change control processes as applicable.
  • Prepares, maintains, reviews and analyzes project risk registers.
  • Attends project development team meetings and keeps the necessary records pertaining to the meetings.
  • Reviews on behalf of project manager, project development documents such as PRs, and other documents that require project manager's review, to make sure they are consistent with delivery.

Qualifications :

  • This position requires an individual with hands on experience with creating workplans, templates, scheduling, monitoring of Caltrans projects using PRSM.
  • Must have knowledge of critical path method (CPM) and Project Management principles, tools, techniques including EVM, Schedule, Cost and Scope management and Risk Management.
  • Knowledge of the Caltrans WBS, and Resource Breakdown Structure (RBS).
  • Must be able to effectively communicate with the Project Managers, Functional Mangers and Task Managers.
  • Ability to reason logically and utilize a variety of analytical techniques to resolve complex project or department problems;
  • develop and evaluate alternatives and solutions; analyze data and present ideas and information effectively both orally and in writing;
  • consult with and advise project managers or others functional staff on a wide variety of project management subject matter;

gain and maintain the confidence and cooperation of those contacted during the course of work.

  • Knowledge of principles, practices, and processes of project management delivery.
  • Must be able to create, modify, analyze and evaluate project schedules with general direction from Project Managers and have the ability to forecast and anticipate problems arising in workplan schedules, project resource assignments, and identify and recommend solutions affecting project delivery.
  • Must be proficient in the use of Microsoft Excel, Word, PowerPoint and Outlook software.
  • Must have strong written and verbal communication skills, and the ability to prepare detailed written correspondence, in a clear and logical manner.

Compensation : In accordance with local law, the following compensation range is applicable for the job and location associated with this requisition : $19-40 / HR.

Compensation will vary based upon experience, education, skill level, and other compensable factors.
