Summary : This position functions as the main point of contact for all state and local testing activities in the school. The incumbent will be responsible for abiding all federal, state local and professional standards and rules in administering and coordinating test activities in the school. While the role reports to the school principal, it is also responsible to the office of accountability.

Essential Duties : (These duties represent a sample and may vary by position.)

  • Adheres to the district testing plan and test administration schedules established by the North Carolina Department of Public Instruction (NCDPI) and the school system test coordinator.
  • Cooperates with district or state officials in the event there is an audit or monitoring visit to ensure the testing plans are implemented appropriately.
  • Attends training sessions sponsored by the school system test coordinator on the policies and procedures for conducting a proper test administration and for reviewing and processing test materials.
  • Develops and documents in writing a school-wide testing plan for administering tests under secure conditions. For each testing session, the testing plan must include documentation or the accommodation(s) and nature of accommodation(s) that each eligible student will receive.
  • Accounts for and maintains the security of test materials.
  • Stores test materials in a secure (locked) facility. Access to the storage area must be limited to one or two authorized school personnel when secure materials are being stored. Unauthorized personnel must not have access to the storage area where secure materials are stored.
  • Accurately counts and distributes test materials required for the test administrations at the school before each test administration. Immediately after each test administration, collect, count, and return test materials to the secure (locked) storage area.
  • Select test administrator's who are school system or school personnel with professional training in education and the North Carolina Testing program.
  • Train all school personnel on the appropriate use of test materials, test security, and the North Carolina Testing Code of Ethics, the Testing Students with Disabilities publication (as appropriate), and the Guidelines for Testing Students Identified as Limited English Proficient publication (as appropriate).
  • Emphasizes to all school personnel that no person my copy, reproduce, or paraphrase the test materials in any manner or for any reason without the written permission of NCDPI.
  • Informs personnel that any person who learns of any breach of security, loss of test materials, failure to account for test materials, or any other deviation from required security procedures shall immediately report that information to the principal / school test coordinator and school system test coordinator.
  • Implements CMS's testing policies and procedures and establishes any needed school policies and procedures to ensure that all eligible students are tested.
  • Encourages a positive atmosphere for the test administrations.
  • Assigns to test administrators trained proctors who are responsible adult community volunteers, school staff, or school system staff.
  • Allows test materials to be distributed immediately prior to the test administration (State Board of Education policy GCS-A-010 [16 NCAC 6D.0306]) unless otherwise authorized by NCDPI.
  • Returns all test materials to the school system test coordinator, as directed, immediately following the completion of the test administration.
  • Maintains the confidentiality of individual student scores when reporting test results to the public and the media.
  • Prohibits the reclassification of student(s) or assignment of a grade of "F" or "I" for the sole purpose of not having the student participate in the state assessment. (Within the first 10 days of a block schedule or within the first 20 days of a traditional schedule, students may drop a course that has an end-of-course (EOC) test according to the State Board of Education policy GCS-C-003 (i)).
  • Uses the Online Testing Irregularity Submission System (OTISS) to report all testing irregularities to the school system test coordinator within five days of the test administration or occurrence.
  • Performs related duties as assigned.

Education and Experience :

Minimum

  • Bachelor's Degree in Education or other related field
  • Three years of successful classroom experience or school support experience.
  • Desired

  • Master's Degree in content area
  • Experience in leading professional development activities.
  • Licensing / Certification Requirements : Secondary School Licensure or Student Services Licensure required.

  • Knowledge of Common Core Standards

  • Knowledge of North Carolina DPI rules and regulations surrounding test administration
  • Knowledge of Strategic Plan 2014 in order to ensure all work efforts and initiatives are in alignment.
  • Knowledge of standardized testing methods and diagnostic assessment strategies.
  • Knowledge of interpretation and use of assessment results
  • Knowledge of successful secondary school instructional strategies
  • Ability to work confidentially and with discretion.
  • Ability to maintain positive internal relationships with other CMS departments and school staff members.
  • Ability to manage time, meet deadlines, prioritize projects, plan starting and ending deadlines, and successfully bring closure to projects.

  • Physical Requirements : The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities frequently involving driving automotive equipment.
