Federal Budget Lead
MetaPhase is seeking a Federal Budget Lead to architect and own budget process governance for a federal client, with emphasis on specialized accounts and cyber-related budgeting. You will establish the end-to-end governance, controls, and reporting cadence across formulation, execution, and oversight, spanning Working Capital Fund (WCF) activities, Cybersecurity Enhancement Account (CEA) considerations, and bureau-focused centralization through TCSC.
You'll translate technical program needs into compliant, transparent financial plans and reports for senior leaders, OMB, and Congress.
What You Will Be Doing :
- Stand up enterprise budget governance with standardized processes across formulation, execution, and reportingdocumenting controls and aligning practices to the NIST Cybersecurity Framework.
- Own WCF strategy and planning : build a FY2024FY2028 multi-year spend plan and pacing model; design a defensible transfer-estimation methodology with a maintained transfer register and reconciliations.
- Drive fiscal performance management via variance analysis (e.g., expected vs. actual) and timely course corrections to keep programs on plan.
- Institutionalize external reporting by establishing a quarterly cadence to OMB and Congress with full traceability, version control, and audit readiness.
- Enable centralized operations while staying bureau-focused through aligning intake, service catalogs, and cost allocation approaches.
- Build capabilities and partnerships : coordinate with the incoming CISO and cyber teams, upskill stakeholders, mentor analysts, and plan next-step funding use cases and internal control / reporting expansions.
What We Need From You (Required) :
You bring 7+ years in federal financial management, including 3+ years in a lead / governance role.You have awareness of specialized funding accounts (e.g., WCF, CEA) and can rapidly deepen expertise post-onboarding.You can establish governance, internal controls, and enterprise reporting for complex, multi-year programs.You lead quarterly reporting to OMB and Congress end-to-end, owning calendars, data calls, and validations.You apply working knowledge of the NIST Cybersecurity Framework to map cyber program elements to budget artifacts and controls.You are proficient with MAX.gov (or equivalents) and analytics / visualization tools (Excel, Power BI, Tableau), and translate complex financial / technical topics for non-experts.U.S. Citizenship and eligibility for Public Trust clearance.Bonus Points (Preferred) :
Direct experience with WCF operations / governance (multi-year spend plans, transfer estimation, pacing, and closeout).Experience with Cybersecurity Enhancement Account (CEA) budgeting and cyber shared services or TCSC-like centralization efforts.Background in cyber program finance, including Cyber BDR participation (review / coordination rather than authorship).CGFM, CPA, PMP, or similar certifications.Work Setup :
Hybrid 2 to 3 days onsite per week in Washington, DC; occasional local travel for client meetings.Clearance & Education :
Must be eligible for a Public Trust clearance.Bachelor's in Finance, Accounting, Public Administration, Information Systems, or related field (Master's preferred).Compensation :
Compensation decisions are dependent on the facts and circumstances of each case.
