Operations Analyst I - 37020036
This is a highly responsible and confidential administrative position that provides direct assistance to the Shared Services Manager with personnel and payroll functions for the Division of Waste Management. The role ensures compliance with state Human Resources (HR) policies, accurate payroll processing, and smooth coordination of onboarding, separations, and other HR processes.
Responsibilities include :
- Serve as a division Timekeeper for both OPS & FTE timesheets. Assist staff with timesheet completion and troubleshoot People First related issues. Ensure all employee timesheets are submitted and approved by the designated DEP Holiday and Payroll Schedule. Anticipate and track payroll impacting issues which include coordinating Leave Without Pay (LWOP) forms. This includes sending monthly reminders to employees regarding the payroll deadlines to ensure minimal salary overpayments.
- Coordinate with manager to work with supervisors and employees to prepare and submit required HR documents / forms as needed. Routes updated position descriptions with appropriate CAP (Changes to Authorized FTE Positions); and OPS PAN (Position Action Notice) form.
- Open and prepare requisitions / advertisements in People First for the manager's review and final approval. Ensure advertisements are extended upon request and follow up with the hiring manager in a timely manner once the advertisement has closed.
- Assist with onboarding procedures. Prepare and process new hire packets, including account access requests and I-9 documentation, and submit completed forms to the BHRM. Once new hires begin, schedule meetings to review the People First system, answer related questions, and provide guidance documents to assist with setting up their information. Serve as backup support for preparing new hire workspaces, ensuring they are fully equipped and ready prior to arrival.
- Coordinate with separating employees to ensure the Notice of Separation (NOS) form is submitted to the BHRM prior to the payroll cutoff date. This includes notifying the Waste Operations team and administrative staff to ensure proper handling of related tasks. Serve as backup support for preparing and resetting vacant offices.
- Keep the division emergency phone tree and floor plan updated at all times. This includes adding new hires and removing separated employees upon the effective action date. Ensures emergency phone trees are distributed to the appropriate program managers by the first of each month, especially during hurricane season.
- Coordinate Medical Monitoring compliance by scheduling appointments, submitting documentation, and processing invoices.
- Modify files in OCULUS to ensure compliance with current divisional paperless data management policies and directives.
- Provide back-up support to the other administrative staff as needed, ensuring continuity of operations. This includes managing incoming and outgoing mail, answering division office phone lines with courteous and professional communication, and monitoring / responding to the Shared Services mailbox to address inquiries. Provide general clerical support, such as photocopying, scanning, and filing documents.
- Perform other related duties as needed.
Required Knowledge, Skills, and Abilities include :

At least two (2) years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.Valid Driver's LicensePosition of Special Trust Requirement : This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications include :
A minimum of two years of direct experience in Human Resources administrative functions is preferred.Annual Salary : $35,000.00 - $44,152.80 (Commensurate with experience)
