Accounting Position
Under general direction, the purpose of the job is to perform routine to moderately complex accounting work, according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work. Employees in this job classification function at journey professional level to accomplish assigned functions coordinating the financial activities of County construction projects according to established schedules, calendars, projects, and programs of the assigned department. Work includes preparation, auditing, reconciliation, recording, processing, balancing, and distribution of financial and related data.

- Performs moderately complex accounting work operating funds and transportation construction projects, according to generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work.
- Prepares and analyzes various financial documentation regarding funds and budgets; reconciles bank statements and analyzes discrepancies against general ledger / job ledger accounts; performs a wide variety of account and budget management tasks, e.g., deposits, transfers, and account maintenance Generates various complex and specialized correspondence, articles, memos, agendas, orders, reports, forms, manuals, or other relevant materials appropriate to the assigned department.
- Analyzes, reconciles, balances, and maintains accounting records; develops budgets and special financial reports; maintains Owner and Contractor's Contingency logs.
- Performs accounts payable / receivable processing, recording and reconciliation tasks, e.g., Owner Direct Purchasing Program, billings, vendor payments, fee collections, cash receipts, revenues, expenditures, and activity costs.
- Generates various system reports or audit calculations and ensures accuracy, e.g., budgeted versus actual spending, budget processing, accounts processing, and expenditures.
- Monitors various revenue and expenses for departmental or unit accounts; ensures expenditure control and compliance with funding and reporting requirements, policy, and standard accounting procedures; monitors and reviews financial and accounting records and transaction activities for updating purposes and to ensure accuracy.
- Conducts standard internal audits of various programs, revenues, funds, and accounting records; performs special audits as assigned; reconciles assigned account groups and / or bank statements.
- Generates various weekly, monthly and annual financial statements; prepares purchase requisitions for equipment and supplies.
- Ensures maintenance of proper audit trails and verification and reconciliation actions for all processed work; oversees the accounts receivable and cash receipts for assigned accounts and projects.
- Provides technical information and assistance to accounting support staff, project managers, department managers, and other departments regarding accounting requirements and the use of automated systems.
- Receives telephone inquiries and concerns, ascertaining the nature of the call, and resolving them personally, directing it to the appropriate individual or department, or acting as liaison to the assigned supervisor.
- Performs duties as assigned / necessary which are related, or logical in assignment to the position.
Education : Bachelor's Degree in Accounting, Finance, or related field.
Experience : Two (2) years of experience with local, state, and federal policies, procedures, and regulatory requirements applicable to the work; or an equivalent combination of education, training, and experience. Miscellaneous : Must possess and maintain a valid Florida Driver's License
Ability to be a resource for staff comprised of entry and journey-level employees engaged in carrying out financial support functions.Thorough knowledge of pre-established local, state, and federal policies, procedures, and regulatory requirements applicable to the work.Considerable knowledge of generally accepted standard accounting principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work.Considerable knowledge of the application of statistical concepts and methods as applied to the analyses of accounting, finance management, and revenue projecting.Current knowledge of industry, regulatory and legislative developments affecting accounting and financial reporting functions to ensure application to areas of responsibility.Thorough knowledge of basic bookkeeping and general accounting principles and techniques.Skill in performing moderately complex mathematical computations and tabulations accurately and efficiently; intermediate-level business mathematics, including addition, subtraction, multiplication, division, percentages, and decimals.Ability to utilize personal computers, standard office equipment, and standard software applications, e.g., word processors, database software, and spreadsheet applications.Ability to communicate professionally verbally and in writing.Ability to organize work, prioritize, meet established deadlines, and follow up on assignments with minimum direction.Ability to interpret a variety of instructions in written, oral, or scheduled form.Ability to establish and maintain effective working relationships and communications with co-workers, department management, businesses, other fiscal organizations, and the general public.Physical demand : Sedentary 10 pounds maximum lifting. Occasional (up to 1 / 3 of the work time) lifting, carrying, pushing, and pulling. Some occasional walking or standing may be required. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others.

Short-Term and Long-Term Disability At no cost to the employee. The County offers Short-Term and Long-Term Disability at 60% of the employee's weekly base salary. The employee has the option to purchase an additional 10% coverage.

Employee Health Center The County provides a private health center for County Employees and eligible dependents. The Employee Health Center offers an array of primary care services, including sick visits, enhanced by x-ray services, pulmonary tests, lab work, and a dispensary offering over 200 generic medications onsite. Services at the Health Center are offered at no cost to the employees and their eligible dependents.
Employees who are enrolled on the County's Medical plan have access to the Employee Health Center on day one of employment. The Health Center is available to patients 8 years of age and older.
